Training courses for practitioners of the criminal justice system in relation crimes in the fisheries sector delivered, with a special focus on practical training including a mock seizure. Training materials for use in open-source investigation training updated. Standard operating procedures for inter-agency coordination and information sharing developed. Report on a meeting of the Lao Advisory Programme prepared and delivered, including guidance on elements of operations. Report on a joint cross-border case coordination meeting for Lao PDR, Thailand and Viet Nam prepared and delivered. Law-enforcement-sensitive report on crime convergence and trends in the border regions of the Greater Mekong Sub-region produced. Two training courses for law enforcement officers operating under the BLO/PCU mechanisms developed and delivered.

Work Location

Home-based with travel to Nepal, Viet Nam, Cambodia, Lao PDR and Thailand.

Duties and Responsibilities

The advisor will contribute to the delivery of assessments and capacity building for law enforcement officers in Southeast Asia. In particular, the advisor will: • A: Update and deliver training on crime scene management for South Asia and draft final report (Feb 10-14, Nepal) • B: Prepare and deliver 4.5 days of training, and draft final report, for a course on crime scene management for Border Liaison Officers (24-28 February) – Cambodia. • C: Develop and conduct training courses for practitioners of the criminal justice system in relation crimes in the fisheries sector, with a special focus on practical training including a mock seizure (March 4-7, Da Nang, Viet Nam) • D: Update training materials for use in open-source investigation training • E: Prepare and deliver Crime Scene Management, Investigations Training and/or Cross-Border Cooperation training courses in selected border areas of Lao PDR (for POFI) • F: Develop standard operating procedures for inter-agency coordination and information sharing, through the Advisory platform • G: Plan, prepare, deliver and report on a meeting of the Lao Advisory Programme, including guidance on elements of operations • H: Plan, prepare, review, deliver and report on a joint cross-border case coordination meeting for Lao PDR, Thailand and Viet Nam • I: Produce a law-enforcement-sensitive report on crime convergence and trends in the border regions of the Greater Mekong Sub-region • J and K: Develop and deliver two training courses for law enforcement officers operating under the BLO/PCU mechanisms established by UNODC through the Border Management Programme and the Passenger and Cargo Control Programme. These courses will equip participants with in-depth knowledge of transnational organized crime investigations and interdiction, emphasizing international best practices and standards.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Formal qualifications or certification from a recognized national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree. • At least 15-years’ work experience with law enforcement agencies or other institutions of the criminal justice system is required. • Working experience in area of countering wildlife trafficking and transnational organized crime is required. • Experience with technical assistance interventions to support Member States in the implementation of international and regional treaties and commitments related to environmental crime, including CITES, UNTOC, UNCAC and ASEAN-specific treaties is desirable. • Experience in the development of training material and delivery of practical training for law enforcement officers, preferably in South and Southeast Asia, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of any language(s) used in the Asia-Pacific region would be an advantage. Knowledge of another United Nations official language is an advantage.
