JOB DESCRIPTION

Org. Setting and Reporting
This position is located in the Office of the Under-Secretary-General in the Department of Operational Support. The Environmental Affairs Officer reports to the Chief of the Environment Section (Senior Environmental Affairs Officer). The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, Offices Away from Headquarters, field missions, and regional commissions. The Office of Supply Chain Management encompasses the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Global Service Center, and the Enabling and Outreach Service. The Office of the Under-Secretary-General (OUSG), Department of Operational Support (DOS), directly supports the Under-Secretary-General for Operational Support in his engagements and decision-making, including strategic leadership and internal governance of the department. The OUSG consists of the Strategic Support Team (SST), the Performance and Analytics Section (PAS), the Audit Response and Boards of Inquiry Section (ARBOIS) and the Environment Section. The Environment Section is mandated to support environmental risk and performance management throughout field missions.
Responsibilities
Within delegated authority and under the direct supervision of the Senior Environmental Affairs Officer, the Environmental Affairs Officer will be responsible for the following duties: Coordinating and monitoring actions on environmental impact assessment, environmental remediation and other environmental issues in field missions, chiefly supporting the missions in their efforts to reduce their environmental footprint, in line with the Environmental Strategy for Peace Operations. Overall, the incumbent would help ensure field missions implement environmental practices to meet Environmental Policy and Strategy for Peace Operations objectives and protect the health and safety of mission and local personnel and the reputation of the United Nations from the possible negative consequences of poor environmental management. Policy and Guidance: • Develop draft operational policies and methodologies on environmental site assessment, environmental impact assessment, progressive environmental remediation and hazardous material inventory management and participate in the drafting and/or review of various other environmental guidance documents. • Provide technical and advisory support to UN peacekeeping missions on environmental impact assessment, progressive environmental remediation and other related aspects. • Review environmental assessments and surveys of operations in missions and recommended additional or alternative impact prevention or mitigation measures to further reduce the potential environmental impacts of mission projects; • Assist in the review of all relevant policies, and provide inputs to mainstream environment in all guidance documents; • Prepare various written outputs, e.g. input to communication materials, briefing notes, and talking points for senior management. Environmental Action Plan – Implementation: • Draft papers, technical documents, advice notes and operational guidance to support the mainstreaming and implementation of the Environmental Impact Assessment framework; • Investigate complaints or reports of pollution, contamination, health hazards and other environment­ related incidents; • Recommend to the Senior Environmental Affairs Officer and management to undertake such measures as may be required to prevent or mitigate environmental problems; • Advise relevant officers or offices on environmental issues arising from the assessments, studies, and plans, including environmental information relevant to the operations of the Department and/or the missions. Awareness and Training: • Develop capacity building tools and activities to mainstream the environmental impact assessment process in UN peacekeeping missions and at headquarters level. • Undertake outreach activities and promote awareness on environmental issues; • Facilitate the network of Mission Environment Affairs Officers and Environmental Focal Points by sharing best practices and lessons learned from missions and/or organizations, and by managing the online Peace Ops Environment Community website. Coordination and Partner Relations: • Work DOS pillars and divisions to mainstream the environmental impact assessment process across the organization, including headquarters-led processes • Provide support in liaising on environmental issues with Permanent Missions and member states and relevant United Nations bodies and agencies; • Evaluate opportunities to extend this support to host nations to build local capacity; • Participate in or lead field visits, including provision of guidance to external consultants and other parties and drafting mission summaries; and • Perform any other tasks required to support the DPO/DOS Environmental Policy for UN Field Missions and the environmental objectives.

Education
An advanced university degree (Master’s or Doctorate degree, or equivalent) in environmental management, science, environmental engineering, law, natural resources management, urban planning, development and social sciences or related fields is required. A first level or advanced degree (Bachelor’s, Master’s or Doctorate degree, or equivalent) in any fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree.
Job – Specific Qualification
A technical or vocational certificate in Environmental Impact Assessment is desirable.
Work Experience
A minimum of 7 years of progressively responsible experience in the environmental management field or related area is required Experience in leading or coordinating environmental impact assessment process or environmental remediation is required. Experience in coordinating environmental management in a national government/administration, a large firm or an international organization is required. Experience in developing and delivering training and capacity building initiatives pertaining to environmental management is desirable. Experience in project planning, evaluation or oversight of environmental compliance is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
