Duties and Responsibilities
Organizational Setting Since 2021, UNRWA Eligibility and Registration Division has led a project to design and pilot a rigorous process to scan, review, and classify documents, identify all family members across generations and reconstruct family trees in the refugee registration information system. As a result, more than 175,000 registered refugees are now linked back to their ancestors displaced in 1948 based on the digitized historical documents. The pilot project has shown that it is technically possible to trace back all currently registered refugees to their ancestors displaced in 1948, but technical options need to be explored to make the digitization, classification, and tracing back more efficient and allow for scaling it up. Objective The Registration and Eligibility Division seeks to recruit an experienced Senior Solution Architect to design a comprehensive end-to-end historical archive AI-based solution architecture that semi-automates the reconstruction of refugees’ family trees. The solution will incorporate applications components, AI & ML components, cloud infrastructure, data management and integration, AI cognitive services, data tools, and Azure cloud platforms, with a primary focus on Microsoft technologies. The core delivery is a complete solution architecture design, ensuring scalability, security, and efficiency, without involving implementation activities. Duties & Responsibilities: • Needs Assessment and Requirement Analysis: o Conduct an in-depth analysis of the current family tree reconstruction process, including SOPs and workflows. o Identify key challenges, bottlenecks, and areas for optimization using advanced technologies. o Engage with relevant stakeholders to gather technical and functional requirements. • Solution Architecture Design: o Develop an AI-based end-to-end historical archive solution architecture, including applications, data tools, and AI/ML components. o Integrate machine learning models in the solution design to process and link structured and unstructured data. o Develop integration architecture for the solution including all integration points with the other systems to exchange information to support the entire solution and process. o Design a scalable and secure cloud architecture leveraging Microsoft Azure. o Propose user-friendly interfaces for staff to process, validate and review data. o Ensure compliance with data protection, privacy, and security standards. • Cloud and Data Integration: o Define the architecture for integrating AI cognitive services with existing systems. o Develop a robust data management and integration framework. o Utilize Azure services for storage, processing, and analytics. • Technical Documentation: o Deliver detailed technical documentation, including architecture diagrams, data flow models, and deployment guidelines Deliverables Conceptualization Phase and Requirement ($2,050 – End of third week of contract) – Analysis Comprehensive understanding of project objectives, stakeholder requirements, challenges, and development of a detailed work plan and timeline. – Analysis of current workflows, SOPs and challenges. Preliminary Solution Architecture Document ($14,600 – End of second month of contract) – Initial high-level architecture overview, including AI/ML components and integration points. Comprehensive Solution Design Document ($15,000 – End of fourth month of contract) – Detailed end-to-end architecture, data flow models, AI/ML integration framework, and cloud infrastructure. Validation and Scalability Assessment Report ($4,175 – End of sixth month of contract) – Technical evaluation of the architecture, including scalability, security, and performance assessments. Final Solution Architecture Documentation ($4,175 – End of sixth month of contract) – Complete technical documentation, operational guidelines, and recommendations for implementation.
Qualifications/special skills
• Bachelor’s degree in computer science, Artificial Intelligence, Data Science, or related field. • Minimum 10 years of experience in designing enterprise-level solution architectures, azure cloud solution architecture, including AI/ML-powered systems. • Demonstrated experience in designing system integration architectures for large-scale enterprise systems. • Proven experience in cloud infrastructure, specifically Microsoft Azure. • Microsoft Certified: Azure Solutions Architect Expert certification is highly desirable. • Expertise in integrating AI cognitive services and data management tools. • Strong understanding of data protection, privacy, and ethical considerations in technology solutions. • Demonstrated experience in humanitarian or public sector organizations is an asset. • Proficiency in programming languages such as Python, R, and familiarity with AI/ML frameworks. • Strong documentation, analytical, and problem-solving skills.
