JOB DESCRIPTION

 

This position is based at our Luxembourg headquarters and requires regular office presence. The EIB, the European Union’s bank, is seeking to recruit for its Portfolio Management & Monitoring Directorate (PMM) – Joint Middle Office Department (JMO) – Intermediated Lending Division(IL) – Implementation, Delinked RS and Central Allocation Unit(IDCA) at its headquarters in Luxembourg, a (Senior) Operational Assistant in Central Allocation Team.

This is a full-time temporary position at grade 1/2

The term of this contract will be until 15.12.2025; as this is a temporary replacement assignment, no extension or conversion of the contract is foreseen.

Purpose

As a (Senior) Operational Assistant, you will provide comprehensive assistance to the team members for the implementation of Intermediated Lending operations, to contribute to the efficiency and performance of the team’s overall activities, including inter alia timely and accurate allocation processing, monitoring activities and administrative support.

Specific Post Environment

PMM Directorate monitors counterparts and contracts and acts on contractual events under its responsibility, as well as on distressed transactions, to protect the EIB’s financial interest and reputation. The Directorate is responsible for the Financial Monitoring, Event Resolution and Restructuring of (i) EU and non-EU counterparts, (ii) EU and non-EU fully invested funds and equity as well as (iii) EU and non-EU private sector distressed transactions.

The Intermediated Lending Division (IL) hosts three units: MBIL and Eligibility Management (MME), Implementation, Delinked Risk Sharing and Central Allocations (IDCA) and Linked Risk Sharing and Special Activities (LSA) Units. The units are jointly responsible for monitoring of the intermediated products and their post-signature follow-up activities, including managing of allocations and eligibility checks under various EIB products. The Implementation, Delinked Risk Sharing and Central Allocation Unit (IDCA) is responsible for implementation and coordination support for the entire division, monitoring and exposure management of delinked risk sharing transactions, and allocation processing. The latter is the core responsibility of the Central Allocation Team (CAT).

The Central Allocation Team manages the allocation and monitoring processes under Multi-Beneficiary Intermediated Loans (MBILs), including microfinance operations, as well as the additional portfolio allocations under certain types of Guarantee products (Delinked Risk Sharing).

Operating Network

As a (Senior) Operational Assistant you will report to the Head of Unit and will work with other members of the Team, providing the support to different colleagues in the Division.

Accountabilities

Allocation process

  • Perform eligibility controls and sample checks on allocation requests, with the help of available IT tools
  • Summarise the results of eligibility controls and communicate them efficiently to the responsible team members
  • Upload allocations into Serapis in a timely manner and issue Allocation Letters
  • Perform allocation-related monitoring activities including i.a. checking compliance of financial intermediaries with certain contractual provisions

General operational support

  • Format and send Side letters, Allocation Letters, End of Allocation Reports and other relevant documents
  • Handle filing of the documentation related to the Unit’s activities; ensure that all relevant documents are archived in GED/Knowledge Centre in a timely manner and respect the naming convention (i.a. Side letters, Allocation Letters, End of Allocation Reports, sample check results, relevant emails)
  • Keep databases up to date where requested
  • Together with the other Assistants, manage the Unit’s shared mailbox
  • Contribute to the improvement of the allocation processes by helping develop best practices applicable throughout the Central Allocation Team

Teamwork

  • Cooperate with the other members of the Unit in order to facilitate the timely implementation of tasks, smooth flow of information and achievement of objectives
  • When appropriate, provide support on the job to new colleagues on Bank’s procedures and processes
  • Contribute to a good working atmosphere in the team
  • Replace other Assistants if requested to do so

Qualifications

  • Secondary level diploma, complemented with a 2-year certification in a relevant field (e.g. secretarial studies, business administration), or secondary level education with equally qualified experience in a relevant field
  • At least 3 years of relevant professional experience, preferably related to documentation and data, ideally in a finance/ banking environment
  • Excellent knowledge of standard MS Office Tools (Word, Excel, Power Point)
  • Excellent knowledge of English and/or French (**), with a good command of the other. Knowledge of other EU languages would be an advantage.
