JOB DESCRIPTION

Org. Setting and Reporting
This position is in United Nations Assistance Mission for Afghanistan (UNAMA). The Associate Human Rights Officer will be based in Kabul, an “E” hardship and a non-family duty station, and report to the Human Rights Officer/Team Leader, under the guidance of the Senior Human Rights Officer and overall direction of the Chief, Human Rights Service.
Responsibilities
Within delegated authority, the Associate Human Rights Officer will be responsible for the following duties: Researches, collects, and synthesizes significant amounts of information pertaining to human rights matters, including their gender dimensions, from a variety of data sources including open sources (e.g. communications, publications, the press) to keep abreast of issues/events and provide up-to-date information; assists in the analysis of information, to include the impact on the human rights situation in the country concerned. Drafts a variety of reports and correspondence relating to human rights matters. Participates in and prepares summaries of meetings and consultations. Maintains awareness of current human rights issues, including relevant socio-economic, political, security and legal developments in the country concerned. Participates in human rights awareness-raising activities for interlocutors, including de facto authorities and civil society. Reviews human rights issues, including their gender dimensions, and participates in discussions with other Human Rights Officers (HROs) on the integration of these issues into political, humanitarian and economic efforts and programmes. Participates with other HROs in discussions with relevant authorities and other influential actors with the aim of stopping or preventing human rights violations or seeks other remedial action by the authorities to prevent similar violations occurring in the future. Assists in quality assurance of human rights cases in established databases; undertakes monitoring and verification of information when required. Performs other related duties, as required.

Education
Advanced university degree (Master’s degree or equivalent) in law, human rights, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience
A minimum of two (2) years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required. (No experience is needed for candidates who have passed a United Nations Competitive Recruitment Examination.) Experience in human rights monitoring and reporting, and in building capacity for the promotion and protection of human rights, is required. Experience in analysing large amounts of information and data, including from open sources, is desirable. Experience drafting analytical papers, reports, speeches and/or briefing notes related to human rights is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Pashto and Dari is desirable.

Special Notice
This position is temporarily available until 31 December 2025 with possibility for extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
