INTRODUCTION TO GGGI

Based at designated Ministry of Economy and Finance (MEF) premises, the administrative and finance assistant will support the project principally on administrative , finance and procurement activities to respond to requirements, rules, and systems established by GGGI. S/he will support the Operations Enabling Division (OED) team to conduct finance, procurement, human resources and administrative tasks in compliance with policies, rules, guidelines, decisions, and processes relevant to the Climate Finance Unit (CFU) work. The Administrative Assistant will report to the Project Manager

PURPOSE
  • Carry out essential administrative operations that require a basic understanding of GGGI’s rules, procedures, systems and tools, complying with established GGGI policies, standards, and donor requirements.
  • Generate financial inputs to keep systems updated and to assist financial reporting.
  • Perform procurement related tasks to expedite the purchase of goods and services.
  • Support Human Resources related tasks to hire individual consultants and promote wellbeing activities.
  • Provide logistics support for the organization of workshops, conferences, meetings, and other events. Support travel related tasks making sure these processes are fully documented.

 

ENGAGEMENT
  • Work as a member of the CFU project based in Cotonou, Benin
  • Work with the OED team in the Africa regional office and the CFU project team to support and carry out administrative aspects of program and project implementation.
  • Coordinate with internal and external stakeholders to guarantee compliance of GGGI’s rules when carrying out HR, Procurement, Events, and Travel related processes.
  • Support initiatives to enhance staff well-being and engagement.

 

DELIVERY
  • Complete administrative and operational tasks as required meeting standards on quality and timeliness.
  • Support the project and OED teams in fulfilling the objective of enabling operations of the CFU in compliance with donor conditions, GGGI’s Rules and Regulations, and internal systems.
  • Support high quality document management and record keeping of project documents through GGGI’s internal tools and systems.
  • Support regional engagement initiatives by attending in person and virtual meetings, social events, learning opportunities, and knowledge sharing, as relevant.
  • Perform other ad-hoc administrative duties as assigned by the Finance and Admin Senior Associate and/or the Project Manager.
  • Clear and timely reporting on project delivery as required by the Funding Agreement and Operational Guidelines.
  • Support quality and quantity delivery of the project activities
  • Prepare and submit donor reports within deadlines

 

QUALIFICATIONS
  • Bachelor’s degree in business administration, finance, accounting, or other related field of study
  • Preferred at least 3 years of relevant experience in office management or administration roles.
  • Good level of proficiency in Microsoft Office applications (Excel, Word, PowerPoint, etc.) ERP is an added value.
  • Intermediate English proficiency is required.
  • Ability to prepare written reports and business correspondence, both in French and English.
  • Experience/knowledge of green growth, climate change and sustainable development is a plus.
  • Must be a citizen of Benin or have a valid work permit in Benin

Background

Benin has demonstrated a strong commitment to combating climate change, but one of its major challenges is limited access to climate and green financing. To address this, Benin has entered into a strategic partnership with the Government of Luxembourg and the Global Green Growth Institute. This collaboration aims to establish a Climate Finance Unit (CFU within the Ministry of Economy and Finance (MEF), with the objective of improving the country’s access to financing for national climate priorities through a coordinated, coherent, and programmatic country-led approach, supported by climate donors and relevant stakeholders.

The CFU will support access to climate financing by providing strategic advice and informed leadership based on global best practices. The CFU would also help shape innovative approaches to accessing climate financing and drive necessary reforms in the global climate finance system. The CFU will work with the MEF and other relevant ministries to identify and introduce opportunities to accelerate access to climate financing through delivery modalities, coordination processes, financial instruments, and defined areas of intervention.

The program, envisaged to take place over three years. The program aims to establish a Climate Finance Unit within Benin’s Carbon Project Registration Authority (AEPC) to enhance existing climate finance initiatives and attract investments for a greener economy. It will also strengthen local institutions’ capacity to access and manage climate-related funds while developing a pipeline of bankable, sustainable projects aligned with Benin’s government priorities and Nationally Determined Contribution (NDC). These efforts aim to promote environmental sustainability, combat climate change, and support the transition to a low-carbon economy.

GGGI is seeking an Administrative and Finance Assistant for the Unit, to support the overall implementation of the Climate Finance Unit program.

WORKING CONDITIONS
  • The vacancy is X4 grade level in GGGI’s National salary scale. GGGI offers competitive salary offer. Determination of base salary is subject to candidate’s experience, academic background and internal equity.
