Under the direct supervision of the Director, Disaster Risk Reduction, MHEWS Office and Public Services, the incumbent will perform the following duties:
(a) Plans and oversees the management of activities undertaken by the Section and ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse threads of work, supervises staff, manages budget and resources, establishes and manages the annual work plans ensuring fair distribution of roles and responsibilities of staff and adequate performance monitoring, promoting good communication, fostering individual engagement along with team effort within the division and across organizational boundaries;
(b) Contributes to the development, integration and execution of the WMO Strategic and Operating Plan’s components related to early warning and public weather services and applications, including severe weather and tropical cyclone forecasting, impact-based forecasting, Common Alerting Protocol implementation, socio-economic benefits assessments of such services, including those related to the UNSG’s Early Warning for All Initiative in particular, by ensuring adequate inputs and coordination with PEC Section, Services, Member Services and Infrastructure Departments and beyond;
(c) Personally leads the Section support to the Standing Committee on Disaster Risk Reduction and Early Warning Services of the Technical Commission on Services and Applications (SERCOM), its engagement and technical support to EW4All Initiative, notably in developing normative and technical guidance material for Members as well as providing expert review and guidance on the EW4All pillar addressing the detection, observation, monitoring, analysis and forecasting of hazards and interpillar planned activities;
(d) Guides and supervises the section support to the SC-DRR subsidiary working groups as well as the support provided to working groups under the Tropical Cyclone Programme, the Severe Weather Forecasting and Public Weather Services components of Services Programme;
(e) Guides and supervises the Section technical contributions to Extrabudgetary Projects preparation and implementation as needed, in full cooperation with project managers;
(f) Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data;
(g) Prepares inputs for the work programme of the Division and Department, proposing priorities, and resources allocations for the completion of outputs and their timely delivery;
(h) Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of inputs for results-based budgeting, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, evaluation of staff performance, interviews of candidates for job openings and evaluation of candidates;
(i) Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues. Contributes to the better visibility and recognition of WMO and its Members NMHSs, including through the organization of, or participation to, technical conferences, symposia and workshops, in relation to EW4All in particular;
(j) Carry out other duties, as required.
QUALIFICATIONS | ||
Education Master’s degree or equivalent from a recognized university or technical institute in meteorology. A bachelor’s degree with two additional years of qualifying experience may be accepted in lieu of the master’s degree. |

Experience – A minimum of ten (10) years of progressively responsible experience in national operational meteorological forecasting and service delivery, including early warning services design, operation, monitoring and evaluation, capacity building activities and direct user engagement. – General understanding of WMO programmes and bodies. – Experience in practical cross border / international cooperation on forecasting and warning provision would be an advantage. – Specific understanding of the WMO Technical Commissions mandates, areas and methods of work would be an advantage. |

Other requirements – Strong supervisory, interpersonal communication and managerial skills. – Sense of responsibility, maturity of judgement, enthusiasm and team spirit; ability to work independently and in a team. – Ability to express ideas convincingly and concisely, both orally and in writing. – Proven ability to support the development of projects. – Perfect adherence to UN values and the WMO Code of Ethics. – Excellent knowledge of Microsoft Office applications. – Ability to work in a multicultural environment and to foster diversity and team spirit. |

Languages Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) |
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
SALARY AND ALLOWANCES | |
Annual net base salary on initial appointment is: US$ 92731 | |
Annual post adjustment on initial salary is: US$ 83365 (in addition to the net base salary) | |
