The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox’s Bazar, and a country office in Dhaka.
POSITION PROFILE
The CBP Officer is responsible for the timely, high-quality, and effective provision of community based protection services in his/her area of intervention. This includes the implementation and promotion of community-led activities aimed at enhancing the capacity of the Rohingya communities to identify and mitigate protection concerns through community-based protection mechanisms.
DUTIES & RESPONSIBILITIES
Community Based Protection
- Mobilize and build strong rapport with Rohingya communities through consistent engagement with Community Protection Groups and adhering to dignified, culturally sensitive approaches.
- Support Community Protection Groups by facilitating meaningful group dialogue and mentoring participants to self-identify protection concerns that affect their communities.
- Work closely with Community Protection Groups, with ongoing feedback from the CBP Team Leader to facilitate the development and implementation of sound Community Action Plans (CAP).
- Include the participation of beneficiaries and communities, particularly those most vulnerable or at-risk, with attention to gender and diversity, in all stages of the CAP project cycle.
- Facilitate in-depth Focus Group Discussions and Key Informant Interviews.
- Capacity build Community Protection Groups to prioritize protection concerns and explore coping mechanisms and practical mitigation strategies.
- Maintain an up to date and in-depth understanding of community dynamics in the communities monitored including of the surrounding host community.
Planning and Reporting
- Prepare and submit daily and weekly reports of activities to be compiled for donor reporting.
- Prepare and submit procurement requests when needed.
- Support the implementation of monitoring and evaluation tools and report on problems in the implementation of the program.
Coordination and Representation
- Work closely with DRC protection teams (GBV, Child Protection and General Protection and Host Community units) and other DRC programs.
- Develop and maintain effective working relationships with relevant stakeholders including partner agencies, community leaders and service providers.
Others
- Any other duties relating to the nature of the job as directed by the Team Leader or Protection Manager.
- Maintain positive work relationships within the team and promote team-building efforts in coordination with the CBP Team Leader.
- Must adhere to DRC’s mission, values, code of conduct including respect for the principles of neutrality, do no harm and non-discrimination.
- Must treat all partners and beneficiaries with dignity and respect.
Safety
- Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave the position holder, their colleagues and DRC Bangladesh, at risk.
SKILLS AND EXPERIENCES
- At least 2 years of experience in working or volunteering directly with vulnerable populations in the Rohingya camps.
- At least 2 years of experience in community engagement and outreach in the protection sector.
- Ability to maintain confidentiality, respect, non-discrimination and safety of clients at all times.
- Strong written and oral communication skills, effective in representation and liaison with external parties.
- Excellent interpersonal and problem-solving skills, creativity and flexibility.
- Computer literacy (Microsoft Word and Excel).
- Demonstrated interest in humanitarian work and supporting people effected by conflict.
EDUCATIONAL QUALIFICATIONS
- Bachelor/Degree in Social work, Counseling, psychology, or closely related field; proven field experience can be accepted in lieu.

- English – Fluent, reading and writing
- Bengali – Fluent, reading and writing
- Chittagonian – Intermediate, reading and writing
