BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The WFP Caribbean Multi-Country Office supports 22 countries and territories in the English and Dutch-speaking Caribbean and works with regional bodies including the Caribbean Community (CARICOM), the Caribbean Disaster Emergency Management Agency (CDEMA), the Organization of Eastern Caribbean States (OECS) and others. Since establishing the office in 2018, WFP has emerged as a thought leader in several areas, including shock-responsive social protection (SRSP), linking disaster risk financing mechanisms with SRSP, and food security analysis. Building on a strong research and evidence agenda, as well as partnerships with multiple governments to expand social protection support during COVID-19, WFP Caribbean is working in partnership with multiple governments and CDEMA to strengthen emergency preparedness and resilience in the face of shocks, including through social protection, disaster risk management and food systems. WFP’s skills on data, analysis and digitalization are a cornerstone of WFP’s capacity-strengthening efforts with governments and regional institutions.
The impacts of climate variability and change are already visible in Latin America and the Caribbean (LAC). Central American and Caribbean countries are characterized by reduced water availability and increased flooding and landslides. Subsistence farming communities are especially
affected by reduced food production and quality, leading to increased pressures on communities and governments, with an alarming rate of permanent migration out of areas affected by drought.
Job Purpose
The Belize National Meteorological Service (NMS) has been generating data on multiple hazards such as hurricanes, floods, and droughts. This data is shared during annual briefings before the hurricane season but has not yet been effectively utilized in government programming or decision-making by at-risk population groups, such as farmers. This project aims to support the NMS in enhancing their existing platforms and skills, utilizing globally accepted metrics for multi-hazard early warning systems, and communicating data more effectively to decision-makers and the general public.

This position will report to the Chief Meteorologist and the Head of the WFP Belize Satellite Office. The position will also work closely with counterparts at the National Emergency Management Organization (NEMO).
ACCOUNTAILITIES/RESPONSIBILITIES:
This position will provide technical assistance and capacity building in Multi-Hazard Early Warning System MHEWS for the NMS in Belize. The responsibilities include helping the NMS identify user and needs mapping, data sharing protocols, and risk mapping, enabling the development of a Multi-Hazards and Impact Based Forecasting System for Belize. Regular progress reports and a final comprehensive report detailing all activities, outputs, and recommendations will be required.

DELIVERABLES AT THE END OF THE CONTRACT
Functionality Improvement Requirement Sheet: A detailed document outlining the necessary improvements to the CREWS.
Any additional deliverables/support would be agreed upon between WFP and the consultant as needed.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in climate adaptation, meteorology, hydrology, environmental science, geography or other science related field. , or First University Degree with additional years of related work experience and/or trainings/courses.
Experience:
At least seven (7) years of work experience focusing on disaster risk reduction and mitigation, early warning systems or anticipatory actions, seasonal and crop forecasting models, including specific experience with Belize, or other countries in the Central America and Caribbean region.
Knowledge & Skills:
Languages:
Fluency (level C) in both oral and written communication in English and Spanish. Knowledge in French is an asset.
