POSITION SUMMARY
Program Officer will support the implementation of the ASEAN-Korea Cooperation for Methane Mitigation within GGGI Cambodia country program. The position holder will make critical contributions to various outputs under the project, focusing on the agriculture sector, and related activities on methane emission reduction.
Reporting to the Unit Lead, the key responsibility of the position holder would be to support the implementation of the project by providing analytical and technical support on delivery of the various outputs under the project, undertaking project coordination and stakeholder engagement.
PURPOSE
Under the guidance of the Unit Leads, the Program Officer will be responsible for supporting the entire cycle of project delivery for the above-mentioned project in GGGI Cambodia country program, including project preparation, technical assessments, research and analysis, stakeholder coordination, project management, evaluation, and reporting. He/she will work closely with donors, local stakeholders, and development partners to ensure effective multi-stakeholder communication. The officer will contribute to ensuring quality of project reports and documents in close coordination with relevant government counterparts. He/she will be expected to support the development of new business opportunities in the areas of methane mitigation from the agriculture sector more broadly, climate change.
ENGAGEMENT
- Works closely with the Country Representative, Unit Lead and the project team to ensure effective program delivery.
- Collaborates with the donors and government counterparts, such as the Ministry of Agriculture, Forestry and Fisheries (MAFF), Ministry of Environment, etc., in ensuring effective communications and fostering positive relationships.
- Collaborates with local stakeholders such as farmers’ associations and agriculture institutions ensuring effective implementation of project.
- Liaises with country teams, project managers, partners to ensure compliance with GGGI processes and monitor project/program delivery progress.
- Leads engagement with stakeholders, including government counterparts, embassies, donors, and corporate and international gatherings and events
DELIVERY
- Lead data collection, analyses and overall coordination and development of methane reduction project concept in the agriculture sector.
- Conduct feasibility of the shortlisted methane-related investment projects and programs in the agriculture and agriculture-waste sectors.
- Manage implementation of selected pilot projects, in close coordination with the project team, Ministry of Agriculture, Forestry and Fisheries, and local stakeholders such as relevant farmers associations and agriculture institutions.
- Support identification and development of relevant financing mechanism and risk reduction instruments for identified projects in the agriculture sector.
- Draft Methane Reduction Plan for Cambodia, in close coordination with the policy specialist, and relevant government and local level stakeholders.
- Design and implement capacity-building programs tailored to enhance the skills and knowledge of members of the Methane Reduction Committee
- Collect data, liaise with local farmers in selected areas, coordinate with agriculture research institutions as well as relevant government institutions including the Ministry of Agriculture, Forestry and Fisheries, where needed, to support development of the monitoring, reporting and verification framework for agriculture sector. Contribute to knowledge sharing and regional dialogue by preparing case studies, research memos, blogs, and other knowledge sharing materials in the agriculture sector.
- Develop and disseminate capacity development and knowledge sharing products in the field of green investment project design and preparation, related to methane emission reduction from the agriculture sector.
- Coordinate with relevant Ministries, including Ministry of Agriculture, Forestry and Fisheries and the Ministry of Environment for meetings, events, delivery of outputs, etc.
- Support preparation of and coordination for all meetings with the Methane Reduction Committee on matters concerning methane-related investments.
- Provide technical advice to other staff and government counterparts on methane-related investment projects and programs related to the agriculture sector.
- Manage and oversee junior staff and consultants to ensure successful delivery of outputs.
REQUIREMENTS
QUALIFICATIONS
- Advanced degree in agriculture, environmental studies, natural resource management, or related field.
- At least 5 years of experience related to GHG inventory and/or MRV in agriculture sector, including at least 3 years in project ideation, implementation in the agriculture sector linking to climate change.
- In-depth knowledge of methane emissions and methane reduction programs is essential.
- Familiar with agriculture and land-based policies and institutional arrangement in the country.
- Strong network with government and non-government institutions related to the agriculture sector.
- Ability to secure collaboration and agreement from the government partners, reflecting empathy of perspective and identifying recognition of mutual/complimentary interest
- Demonstrated ability to work in multidisciplinary teams.
- Proficiency in written and spoken English and Khmer, including public speaking.
FUNCTIONAL
- Familiarity with key stakeholders in agriculture, specifically related to methane emission reduction and climate change space shall be an advantage.
- Awareness of local and international best practices in the field of methane emission reduction in the agriculture sector and climate change.
- Demonstrated ability to cooperate with stakeholders, including government agencies, industries, associations, etc.
- Ability to systemize, analyze and present the data.
- Experience in translating / interpreting documents and meetings in both Khmer and English languages

WORKING CONDITIONS
- The Program Officer, Agriculture is an X8 grade level in GGGI’s National salary scale. The annual base salary for X8 National grade level starts from USD 29,011. Determination of base salary is subject to candidate’s experience, academic background and internal equity.
- GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance.

- The chosen candidate is expected to be based in Phnom Penh, Cambodia and will report directly to the Unit Lead.

ABOUT THE PROGRAM
GGGI Cambodia is hosted by the Ministry of Environment (MOE) and works closely with other line ministries including Ministry of Public Work and Transport (MPWT), Ministry of Industry, Science, Technology & Innovation (MISTI), Ministry of Economy and Finance (MEF). At the municipality level, GGGI Cambodia supports Phnom Penh City Hall, Municipalities of Kep, Sihanoukville, Suong, Bavet, Battambang, Siem Reap and Kampong Cham. GGGI Cambodia program is built under the theme of green cities development including sectoral focus of sustainable energy, sustainable waste, sustainable mobility and green innovative financing.
The Climate Action unit in Cambodia country program is implementing the ASEAN-Korea Cooperation on Methane Mitigation, funded by the ASEAN-Korea Cooperation Fund (AKCF). The project will be implemented over three years across nine countries including Cambodia. The main objective of the project is to build the enabling environment to reduce methane emissions, design and implement a pilot project on methane reduction and promote regional dialogue and partnership on methane emission and mitigation.
