JOB DESCRIPTION

I. Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Indonesia Country Office (CO) hosts the ASEAN Liaison Office, which supports ASEAN and its Member States in advancing the Women, Peace, and Security (WPS) agenda in line with global normative frameworks. In this context, UN Women Indonesia launched the five-year project Empowering Women for Sustainable Peace: Preventing Violence and Promoting Social Cohesion in ASEAN (ASEAN WPS Regional Project). Funded by the Governments of Canada, the United Kingdom, and the Republic of Korea, the project supports ASEAN and its 10 Member States in promoting women’s participation and leadership in conflict prevention, resolution, and recovery.

At the regional level, the project promotes and implements policy frameworks such as the ASEAN Regional Plan of Action on Women, Peace, and Security (ASEAN RPA WPS). It also facilitates capacity-building activities, including training sessions, workshops, dialogues, consultations, and the exchange of knowledge and good practices. Country-level activities are implemented in Indonesia, the Philippines, Thailand, Viet Nam,  and Timor-Leste.

UN Women Indonesia CO is launching a competitive process to recruit a National Consultant to assist in conducting the final evaluation of the project.

II. Objectives of the assignment

The main objective of the assignment is to support data collection to conduct the final evaluation of the regional project. The Consultant will provide all notes collected during the data collection process using the provided template. They will also submit a summary report of key findings from the site visits, in coordination with the team leader. Additionally, the Consultant will contribute to the preliminary findings, draft synthesis report, and presentations, again in close collaboration with the team leader.

The selected candidate will be provided with detailed terms of reference of the final evaluation.

Scope of Work and Tasks

Under the overall guidance and management of the Programme Specialist, ASEAN Governance, Peace and Security, and supervision from the Project Coordination Specialist ASEAN WPS, and in close coordination with country-level WPS project officers, the Consultant will perform the following tasks:

  1. Finalize data collection tools and identify stakeholders:
    • Meet with the evaluation team leader to provide inputs to the data collection tools and adapt them to the national context.
    • Translate data collection tools into Bahasa Indonesia.
    • In coordination with UN Women team in Indonesia, identify informants for the final evaluation.
  2. Support Data Collection:
    • Set up appointments with informants and organize meetings and workshops as needed.
    • Conduct data collection, collation, and sorting.
  3. Preliminary Analysis and Reporting on Data Collected:
    • Translate data collected into English as needed.
    • Prepare a report which will include data collected and translated into English, and preliminary analysis.
    • Review and provide input to the draft preliminary findings, the draft synthesis report, and the presentations.
    • Support the final evaluation report by using tools such as NViVo.
    • Prepare the necessary charts, graphs and presentations related to the subject

Expected Deliverables

The Consultant will produce the following deliverables:

All deliverables, including annexes, notes, and reports, should be submitted in writing in English.

Upon receipt of the deliverables and before the payment of the first instalment, the deliverables and related reports and documents will be reviewed and approved by UN Women. The review period is one week after receipt.

The contract price is a fixed deliverable-based price regardless of the extension of the contract duration. Payment will be done once deliverables detailed in Section II are submitted and approved by UN Women.

All data collected by the Consultant must be submitted to the supervisor in Word, PowerPoint, or Excel formats and are the property of UN Women. Proper storage of data is essential for ensuring confidentiality and should be in line with the UN Women’s Policy on data management and security.

Inputs

  • UN Women will provide the Consultant with background information, documents, and a list of stakeholders relevant to the assignment.
  • The Consultant is expected to work using their own computer.
  • UN Women will cover travel costs in line with its rules and regulations (if applicable for travel within Indonesia).

The Consultant’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the deliverables. Specific performance indicators will include:

IV. Required Qualifications

Education:

  • Master’s degree in international relations, economics, business, or related social sciences.
  • A first-level university degree, combined with two additional years of qualifying experience, may be accepted in lieu of a master’s degree.

Experience:

  • At least 5 years of relevant experience in international development and evaluations and research at the national or international level
  • Minimum one year of relevant work experience conducting evaluations,  assessments, or reviews of programmes relating to gender equality.
  • Previous experience in conducting research and data collection and analysis.
  • Knowledge of the WPS agenda would be preferred.
  • Work experience in, and/or good knowledge of, the country context and the regional situation.
  • Solid knowledge of evaluation approaches and methodologies with demonstrated ability to apply both qualitative and quantitative data collection methods.

Language and Other Skills:

  • Proficiency in oral and written English
  • Proficiency in oral and written Indonesian.
  • Computer literacy and ability to effectively use office technology equipment, Internet and email.
  • Excellent facilitation skills.
  • Knowledge of SPSS or other statistical software platforms would be an advantage.
