JOB PURPOSE:

To provide support for the effective planning, coordination, and implementation of WFP’s programmatic activities, focusing on General Food Assistance (GFA). These activities primarily use cash-based transfer (CBT) and hybrid modalities to assist approximately 300,000 internally displaced persons (IDPs) and other vulnerable populations.

 

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Act as Deputy Head of Programme/SO1 Manager to oversee the implementation of GFA, ensuring alignment with WFP policies, standards, and strategic objectives.
  • Ensure effective coordination and integration of CBT and hybrid modalities into program delivery, addressing operational challenges and improving efficiency.
  • Monitor program activities to ensure timely and quality delivery of assistance to beneficiaries.
  • Provide technical support to the Programme team on CBT and hybrid modalities, ensuring adherence to WFP guidelines and risk mitigation measures.
  • Support the design and roll-out of innovative approaches to improve program effectiveness and beneficiary experience.
  • Review and validate distribution plans, budgets, and reports to maintain high programmatic standards.
  • Act as the focal point for coordination with other units (e.g., logistics, finance, and monitoring) to ensure seamless program implementation.
  • Represent the Programme unit in internal and external coordination meetings as needed.
  • Mentor and supervise Programme staff to build their technical skills and operational capacity.
  • Organize and facilitate training sessions for WFP staff, cooperating partners, and stakeholders on CBT, hybrid modalities, and programmatic best practices.
  • Support the Head of Programme in creating a collaborative and results-oriented team environment.
  • Contribute to the preparation of regular programmatic reports for internal and external stakeholders, including donors.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

 

Education:Advanced University Degree in international relations, political or economic science, business administration, or other relevant academic areas.

 

Technical skills: Proficiency in using Microsoft Office Suite (Word, Excel, PowerPoint) and other relevant software.

 

Language: Fluency in both oral and written English and Myanmar.

 

DESIRED EXPERIENCE FOR ENTRY INTO THE ROLE:

 

At least three years of postgraduate professional experience in programme implementation and project management. Experience in humanitarian or development settings is an asset, including designing, implementing and managing humanitarian activities, institutional partnerships, and relationships with key local stakeholders.

Critical Success Factors: Strong project management expertise; leadership and team management experience; Sound judgment, critical reflection skills, resourcefulness, and initiative; strong networking and management of diverse stakeholders; Ability to communicate clearly both orally and in writing. Ability to work with minimum of supervision; to supervise and train support staff; and be willing to travel and to work effectively with people of different national and cultural backgrounds.
