JOB DESCRIPTION

Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment and a better life, leaving no one behind.

FAO Country Offices, working under overall corporate guidance and in line with the Strategic Framework, offer policy advice and support to countries in the mandated areas of FAO, facilitated through partnerships, resources and an active country programme to provide technical assistance, develop capacities and deliver core services while fully observing international standards of accountability to establish leadership and strengthen impact at the country level.

The offices deliver on the programmatic priorities of each country as agreed in their respective Country Programming Frameworks (CPFs) aligned to the UN Sustainable Development Cooperation Framework (UNSDCF) and ensure effective and efficient operations with adequate human and financial resources.

Specifically, FAO Country Offices:
(i)    advocate, inform and support policies and investments in the areas of FAO’s mandate;
(ii)    provide technical assistance and deliver core services;
(iii)     assist and catalyse partnership and resource mobilization activities to support agrifood systems transformation;
(iv)    position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems transformation; and
(v)    ensure risk-smart and accountable operations and management.

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations, the academe and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, mechanization and modernization through improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines

The Project Field Coordinator will report to the Assistant FAO Representative for Programme and will have guidance from the Social Policy and Programme Coordinator.

Technical Focus 

Broad range of support function in the field during the project implementation. This includes providing assistance to achieve project outputs through coordination work, field visits, monitoring and documentation of activities, and other field related duties.

Tasks and responsibilities

•    Supervise the implementation of Anticipatory Action and Social Protection initiatives in the assigned Duty Station
•    Provide strategic recommendations on how to enhance the implementation of Anticipatory Action approach in priority areas;
•    Provide technical guidance and support to relevant government partners and stakeholders in the implementation of the localization of anticipatory action;
•    Lead the operational and timely implementation of anticipatory action in the designated priority are, advising on appropriate actions and operational arrangements;
•    Strengthen partnerships and inter-agency efforts on AA at provincial level. This includes fostering collaboration on early warning (e.g. common triggers, joint alerts and appeals) as well as coordinated anticipatory action implementation on the ground;
•    Contribute to country office’s efforts to institutionalize AA with key government partners;
•    Support capacity building activities at country level, including the delivery of FAO-AA and SRSP learning programme;
•    Coordinate and liaise with provincial and local government partners, and other relevant stakeholders for the conduct of project activities;
•    Prepare and submit reports for activities undertaken;
•    Work closely with the Social Protection Specialist, Community Development Specialist and Anticipatory Action Specialist for the design of the project activities;
•    When need arises, will be requested to support project activities and implementation of AA and ASRSP in other FAO pilot areas;
•    Carry out other relevant duties within his/her technical competence as requested by the FAO Representative.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•    University degree in the field of Agriculture, Early Warning and Risk Analysis, Disaster Risk Management,
Community Development/Organizing, Social/Political Science, Development Studies or other related fields.
•    At least five (5) years of relevant experience in humanitarian and agricultural/rural development sectors,
social protection, CCA/DRRM, programme management and implementation, capacity building, and coordination
with national/regional government structures, NGOs and private sector and the UN agencies.
•    Full proficiency / working knowledge (level C) of English
•    National of the Philippines

•    Good knowledge of the socio-economic and agricultural situation in the Philippines

•    Ability to work effectively as part of a multidisciplinary team and take leadership when appropriate
•    General knowledge and skills in the use of standard office software, such as MS Office (Word, Excel, Power Point)
•    Language requirement: Excellent written and oral communication skills in English and Filipino.
•    Selected Candidates will be assigned in different locations – Isabela and Cagayan.

Selection Criteria

•    Experience in implementing anticipatory action measures within agricultural, disaster risk reduction, or climate adaptation projects is highly desirable.
•    Experience with risk-informed planning and integrating early warning systems, contingency planning, or pre-disaster interventions in agricultural or rural development programs would be an asset.
•    Knowledge of sustainable and climate-smart agricultural practices, as well as familiarity with tools and methodologies for risk assessment and scenario analysis, is an advantage.
•    Experience in drafting project proposals, frameworks, or guidelines for anticipatory action and disaster preparedness at the national or community level would also be an asset.
