Duties and Responsibilities
Under the oversight of the OCHA Senior Coordinator for Protection from Sexual Exploitation and Abuse and Sexual Harassment, and in consultation with stakeholders within the IASC and broader PSEA community, the consultant will: • Update the Global SEARO Index by the end of December 2025, including the same elements as the June update, as well as a light review of underlying indicators against SEARO’s quality criteria and the identification of alternative indicators if needed. • Provide up to 4 ad-hoc updates to the SEARO Global Index, as needed, to add countries that are not already covered by the index and in which Humanitarian Needs and Response Plans (HNRPs) or Flash Appeals are launched. • Participate in ongoing discussions and meetings related to the adoption, use and development of SEARO, in close consultation with NY-based stakeholders. Necessary Qualifications: • Professional experience in information management, risk modelling or data analysis • Experience working in an inter-agency context within the international humanitarian system • Professional fluency in English • Experience designing, building and publishing composite indices or similar statistical models • Knowledge of the INFORM methodology an advantage
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in information management, statistical modelling or the social sciences is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required. Experience working in an inter-agency context within the international humanitarian system is required. Experience designing, building and publishing composite indices or similar statistical models is required. Previous professional experience in the field of sexual exploitation and abuse, gender-based violence and/or humanitarian affairs, with experience of work in humanitarian contexts is required. Knowledge of the INFORM methodology is desirable.
Languages
Fluency in English is required. Knowledge of French is desirable.
