The New York Portfolios Office (NYPO) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

The Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian, and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners’ programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

Background Information – Job Specific

Our UN partner has requested the assistance of UNOPS in providing various ICT services. UNOPS has entered into a service-oriented agreement with the UN ICT partner to deliver support in various ICT domains. The objective of this function is to maintain, further develop, design, deploy, monitor, support, maintain and demonstrate data services between and with all other agencies in the United Nations Security Management System (UNSMS).

This is a position in UNOPS for supporting projects carried out for or in the United Nations Secretariat. The incumbent of this position will be personnel of UNOPS under its full responsibility.

 

 

Under the overall supervision of UNOPS Programme Manager and the general supervision of ICT Senior Assistant will serve as Senior Software Developer and will perform the following tasks:

Expected Results:

1. Software Design and Development

  • Support in identifying opportunities for improving business processes through information systems and/or non-system driver changes; assists in the preparation of proposals to develop new systems and/or operational changes.
  • If required liaises with users to define and specify requirements; ensure that new systems or systems’ changes meet their needs. Assist in determining feasibility by evaluating analysis, problem definition, requirements, solution development, and proposed solutions.
  • Assist in modification and extension of the existing UNSMS applications, including but not limited to TRIP, eTA Chat, SRM, SSRS, creating data retrieval logic, code change and documentation to incorporate any technical changes, bugs or new/modified business needs.
  • Participate in the development, programming, testing, debugging and implementation of new UNSMS application systems releases, modules and functionalities.

2. Technical Support

  • Assist in monitoring UNSMS applications and Web portals. Perform log analysis. Implement monitoring capabilities (logs, alerts) while designing and developing services. Identify monitoring tools.
  • Assist in Tier 3 related technical support.

3. Documentation and Testing

  • Assist in quality control and quality assurance of the software developed to ensure that it meets user requirements. Organizes and performs unit testing, integrated and regression testing. Ensure that the testing is documented. Assists in services deployment.
  • Provide support in preparing technical documentation for deployed computer application systems and conduct technical presentations.
  • Assist in developing training materials, operating and user manuals.

Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Impact of Results

The ICT Senior Assistant – Software Developer impacts directly on delivery of services that satisfy the requirements of UNDSS. It will also ensure proper processes and methodologies are followed and implemented according to the latest industry standards. The incumbent is responsible for ensuring activities for all UNOG stakeholders are in line with the overall business targets and UN policies, rules and regulations.

Education

  • Secondary school diploma (or high school equivalent) and Five (5) years of relevant experience are required OR.
  • A first-level university degree (undergraduate, Bachelors, or equivalent) preferably in Computer Science, Information Systems, Mathematics, Statistics or in a field related to the post description with One (1) year of relevant experience.
  • A relevant professional or technical diploma may substitute for some of the required years of work experience.

Work Experience

Required:

  • Relevant experience is defined as experience in planning, design, development, implementation and maintenance of computer information systems or related area.
  • Knowledge of the following programming languages: C# .NET, Visual Basic .NET, JavaScript, AJAX.

Desirable: (The following experience is optional. Candidates who do not have it are welcome to apply)

  • Knowledge and experience working with SignalR.
  • Experience with UNSMS applications.
  • Thorough knowledge of relational database management software (e.g. SQL Server) and SQL.
  • Experience with DotNetNuke.
