The UNDP West and Central Africa (WACA) Sub-Regional Hub in Dakar works with regional institutions and country offices to deliver on the six priorities of the governance and peacebuilding framework. Taking into consideration the regional context, the Governance and Peacebuilding Unit focuses particularly on prevention and early action and peacebuilding, inclusive transitions, youth empowerment, climate security, local governance, economic governance, security, and stabilization.

UNDP West and Central Africa (WACA) Sub-Regional Hub in Dakar is seeking the services of a Programme Manager to support the Governance and Peacebuilding Unit and Regional PVE team in its work on peacebuilding, and prevention in the WACA region, in order to deliver on UNDP corporate frameworks particularly the Crisis Offer, and the Prevention Offer as well as the Renewed Governance and Peacebuilding Framework for Africa 2022-2025.

Under the direct supervision of the Governance and Peacebuilding Team Leader and working in close collaboration with the Regional PVE team and, Regional Thematic Advisors, under the overall guidance of the Governance and Peacebuilding Coordinator, the Programme Manager will coordinate the development, manage implementation and develop a  resource mobilization strategy for the Prevention Facility for the Gulf of Guinea, which includes  Preventing and Responding to Violent Extremism in the Atlantic Corridor Project (referred to as Atlantic Corridor PVE Project). S/he will contribute to the development of policy and programme frameworks which can enable UNDP to scale up its contribution to peacebuilding and prevention in the WACA region with a particular focus on the Gulf of Guinea and the Sahel. S/he will provide technical support to the UNDP WACA Hub and the country offices in promoting sustainable peace and security within the region

Duties and Responsibilities
The Programme Manager– Prevention Facility will assume the following responsibilities:

a. Manage initiatives aiming at domesticating the UNDP prevention offer particularly the Prevention Facility for the Gulf of Guinea, which includes the implementation of the Atlantic Corridor PVE Project:

  • Provide overall programme advisory support to the WACA Governance and Peacebuilding Team and the Regional PVE team on prevention and peacebuilding.
  • Guide the development of the Prevention Facility and provide technical support to the design and formulation of projects/program initiatives as well as contribute to the strategic implementation of the Atlantic Corridor PVE Project.
  • Review and provide feedback to projects strategies and documents, workplans, case studies and related knowledge products and publications, as needed.
  • Provide technical advice on the development of systems, processes, and mechanisms to support projects planning, implementation, monitoring, and progress reporting.
  • Review and evaluate proposals and oversee the preparation of projects/programmes proposals and reports.
  • Draft policy documents, briefs, and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions.

b. Ensure provision of high-quality technical advice for policy and programming services and build partnership for prevention and peacebuilding in WACA:

  • Review programme annual work plans for the Prevention Facility to ensure compliance with the UNDP strategic framework and results-based indicators.
  • Analyze and ensure alignment of projects/programme budgets with logical framework matrices and work plans.
  • Coordinate reports on activities, outputs, and outcomes; and compile information in preparation of donor reports.
  • Manage projects/programme quality control and identification of potential challenges.
  • Build and manage relationships with national, regional, and international partners to execute projects/programme implementation.
  • Provide policy advisory and programming services primarily to COs within the region, which respond to country office needs, including through the provision of capacity building and backstopping to COs and UNCTs.
  • Work closely with policy teams in RSCA and HQ to advance research, testing and roll-out of newly commissioned policy/business development initiatives, by providing the regional perspective/specificities as well as experience-based insights on what is of most practical value for national counterparts and regional leaders.
  • Develop and implement partnerships and resource mobilization strategies.
  • Analyze and research information on donors’ intelligence, finalize substantive briefs on areas of cooperation, identification of opportunities for resource mobilization and cost sharing.
  • Identify and determine programmatic areas of cooperation, based on strategic goals, and develop the relevant partnerships.

c. Facilitate knowledge management and community of practice networking:

  • Contribute to the continuous analysis, documentation, codification of regional results/lessons learned in relation to the implementation of the New Agenda for peace as well as the UNDP crisis offer, and the UNDP prevention offer and Renewed Governance and Peacebuilding Framework for Africa 2022-2025 including UNDP’s Regional PVE approach.
  • Review regional data, case evidence and research findings to distill pivotal lessons for UNDP globally.
  • Advocate and enable South-South facilitation of exchanges and experiences sharing where valuable.
  • Facilitate the capacity development of UNDP staff in application of tools and practices.
  • Contribute to the knowledge sharing and exchange among Prevention and peacebuilding practitioners, research centers, think tanks, academia, CSOs and policy makers through the regional PVE community of practice.
  • Development and strengthening of linkages with peacebuilding and governance Community of Practice (CoPs), both inside and outside of the UN system.

d. Advocacy and partner engagement for effective policy positioning and programme development in the region for the governance and peacebuilding pillar on prevention and early action:

  • Facilitate UNDP with engagements in interagency coordination in related policy areas, especially with participating agencies.
  • Develop communication tools for enhanced capacities on peacebuilding, conflict prevention, crisis prevention and strategic positioning of UNDP work in this area of practice.
  • Provide technical advice on mobilizing and fostering external partnerships behind regional initiatives.
  • Manage the building of strategic alliances and partnerships, especially with key think tanks and non-governmental organizations.
  • Collaborate with UNDP advisors / programme managers and country-based Peace and Development Advisors to support programme implementation and development.
  • Support to promote the humanitarian, development, and peace nexus in the region to advance the Leave no one behind (LNOB) agenda.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Programme Manager – Prevention Facility will report to the of the Governance and Peacebuilding Team Leader and he/she will work in close collaboration with the Regional PVE team and, regional thematic advisors.

Required Skills and Experience
Min. Academic Education Advanced university degree (master’s degree or equivalent) preferably in International Relations, Political Science, International Development or other relevant field is required. Or a first-level university degree in the above-mentioned fields, with an additional two years of relevant experience, will be given due consideration in lieu of the advanced university degree.
  Min. years of  relevant Work experience Minimum of 5 years (with a master’s degree) or 7 years (with a bachelor’s degree) of relevant experience in project management and programming for conflict prevention and peacebuilding, with increasing level of responsibility is required

  • At least 2 years of experience in managing development and conflict prevention programme and projects, preferably in West Africa is desired.
  • Proven track record and experience in leading peacebuilding and conflict prevention initiatives within the UN System in crisis and fragile contexts is an asset.
  • Proven track record in resource and partnership mobilization skills as well as financial management and donor reporting is an asset.
  • Previous experience working in the UN agencies/ development sector/ academia/ think tanks/donor organizations, etc. is an asset.
