CONTEXT :
HI has been working in the Democratic Republic of Congo since 1995 in many sectors and is a recognized player in humanitarian assistance and the logistics field.
In Kinshasa are implemented multi -year development projects on the themes of physical and functional rehabilitation, maternal and child health, and inclusive education.
In Kasai and Central Kasai, initially engaged in development activities, HI has intervened since the 2016 crisis on food security projects (Cash modality and then supporting agricultural production) and is currently involved in an inclusive education project.
In North Kivu, to date, the Goma base is implementing 6 projects:
Two mobile clinic projects in mental health and psychosocial support with a rehabilitation component,
A project to rehabilitate road tracks in Mweso;
A project in the field of community protection, the emergency response in mental health and distribution of kits in MWESO;
A logistics and storage platform project by providing a service to humanitarian actors;
An integrated rehabilitation project with stimulation therapy in the MWESO health zone
Your mission:
Under the responsibility of the Program Director, you are responsible for the development and implementation of projects that are part of the program’s operational strategy.You deploy all the appropriate tools to allow projects monitoring, financial control and compliance with HI policies and executives, and respect for contractual commitments to donors.You contribute to the monitoring and analysis active in the evolution of the context in the geographic area in order to identify risks and opportunities and offer actions to your hierarchical line.You contribute to the organizational transformation of the program.
Responsibility 1: Management
1.1: You manage at least 3 live project managers, and a team of about fifteen people in total.
1.2: You manage organizational transformation, in particular through changes in managerial practices for continuous improvement and contributes to improving work processes.
1.3: You ensure the functional animation of the teams in your area.
Responsibility 2: Strategy and management
2.1: You contribute to the development of the operational strategy of the program, as well as to its implementation and its annual monitoring,
2.2: You implement the project part of the operational strategy of the program.
Responsibility 3: Standards and expertise
• You ensure deployment and compliance with global frameworks, institutional policies and HI standards.This includes: Reference frameworks, all institutional HI policies (security/code of conduct and protection against fraud/PSE and quality-age-menhindappable quality-age quality and institutional processes.
Responsibility 4: Operational implementation
You ensure the proper management and monitoring of projects under your responsibility:
• In connection with the technical teams and the Meal unit you make sure that technical quality standards are applied in the projects,
• You ensure compliance with project donors’ rules and compliance with contractual commitments,
• You facilitate internal audits (operational, financial and organizational) and ensures the deployment of their recommendations in your area of responsibility.
Responsibility 5: Influence
You develop the external influence of HI (forums, operational & strategic alliances, etc.) and the external representation of the organization (events, media)
• You make the mapping of the main partners working in Kinshasa and Kassaï in the fields of intervention of HI.
• You ensure the representation of HI vis-à-vis the authorities and local, national, traditional, political, military and diplomatic bodies;as well as international organizations and humanitarian mechanisms and coordination.
• You are the relay of the world’s advocacy messages from HI to all the external parties concerned.
Specificitis/Particularities of the post:
The position is full -time based in Kinshasa, where the context is relatively stable, with comfortable living conditions and the presence of an important expatriate community.
Requirements
· You have 4 years of experience as a field coordinator in Ongi, management, coordination and project planning,
· You will have to supervise a team of project managers;A solid experience in management and skills transmission is therefore required.
You master the challenges of representations to partners, authorities and other local bodies,
You are competent in diagnostic production, in defining an intervention and planning strategy, in the monitoring and coordination of projects,
You appreciate teamwork and are a force for proposals.

· International contract of 24 months from ideally from December 1, 2024;
