The European and North Atlantic (EUR/NAT) Regional Office in Paris, France, is primarily responsible for maintaining continuous liaison with the States to which it is accredited (56 Contracting States) and with appropriate international organizations, regional civil aviation bodies, and UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies, and decisions. The Regional Office also provides Member States with technical guidance and assistance for the effective implementation of ICAO Standards and Recommended Practices (SARPs), Procedures for Air Navigation Services (PANS), Regional Supplementary Procedures (SUPPs) and Air Navigation Plan (ANP).
The incumbent reports directly to the Deputy Regional Director (Technical Team Leader), with whom s/he consults on complex technical issues. S/he will work on air traffic management and crisis management matters, including technical assistance, concerning the European and North Atlantic Regions. Specific direction and supervision are ensured by the Technical Team Leader. The approach in his/her work is normally developed jointly between the incumbent, the other experts in the Team, and the supervisor.
Cooperates closely as a team member of the Regional Office for air traffic management (ATM) related matters, in order to promote the implementation of ICAO SARPs, PANS, SUPPS and ANP, the ICAO Global Aviation Safety Plan (GASP), Global Air Navigation Plan (GANP), in accordance with established plans and policies, achieving results such as:

An advanced-level university degree (Master’s degree or academic equivalent) in an aviation-related field, is required. A first-level university degree in combination with two additional years of qualifying experience in an aviation-related field, may be accepted in lieu of the advanced university degree. A technical qualification in the field of ATM, such as an Air Traffic Control License, may be accepted in lieu of a first level university degree.

ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code (Staff Regulations).
