Context

The United Nations Country Team (UNCT) in Libya operates under the United Nations Sustainable Development Cooperation Framework (UNSDCF), which serves as the primary instrument for strategic planning and implementation of UN development activities in the country. In a context marked by political fragmentation, economic volatility, and regional disparities, the Cooperation Framework provides a unified and coordinated response to national priorities, while advancing the Sustainable Development Goals (SDGs) in Libya.

To enhance transparency, accountability, and results-based management, the UNCT is working to migrate its updated UNSDCF Results Framework from offline formats to UN INFO – the UN’s corporate online platform for planning, monitoring, and reporting on country-level results. This is a key step toward institutionalizing data-driven programming and enabling real-time access to information on UN contributions in Libya.

The UN Resident Coordinator’s Office (RCO) leads this process and requires dedicated support to ensure the accurate and timely migration of results data. The UN Volunteer will play a critical role in operationalizing this effort, contributing to the UNCT’s broader ambition of building a cohesive One-UN data ecosystem that supports evidence-based decision-making and enhances development effectiveness in Libya.

Key Responsibilities

Under the supervision of the UN Resident Coordinator’s Office (RCO) in Libya, particularly the data management officer, the UN Volunteer will support the migration of the updated United Nations Sustainable Development Cooperation Framework (UNSDCF) Results Framework to the UN INFO online platform.

The Results Framework includes over 100 indicators, each linked to specific outputs and outcomes, with defined targets, means of verification (MoVs), responsible reporting entities, and relevant Sustainable Development Goals (SDGs). The UN Volunteer is expected to carry out this migration with a high degree of accuracy, attention to detail, and awareness of the importance of data consistency and integrity. This process will ensure the Libya UNCT’s data is accessible, up to date, and aligned with global reporting requirements.

Key tasks include:

– Familiarizing oneself with the functionalities, structure, and user interface of the UN INFO platform, including guidance materials and training modules.

– Reviewing the finalized Results Framework and verifying completeness of indicator metadata.

– Accurately entering all indicator data into UN INFO, including baselines, targets, progress of previous years, responsible agencies, MoVs, and SDG linkages.

– Supporting the RCO in conducting data quality checks and addressing any discrepancies.

– Coordinating with UNCT focal points through the RCO to clarify missing or inconsistent data as needed.

Required Skills and Experience

Required Skills and Experience:

Education:

– A bachelor’s degree in international development, social sciences, public administration, information management, statistics, data science, or a related field is required.

Experience:

– At least 1–2 years of relevant experience in data entry, data management, monitoring and evaluation (M&E), or results-based management (RBM), preferably within the UN system or an international development context.

– Experience working with spreadsheets, databases, or online platforms for data tracking and reporting.

– Prior exposure to the UN INFO platform or familiarity with UN planning and reporting tools is an asset.

Skills:

– Strong attention to detail, accuracy, and data integrity.

– Excellent organizational and time-management skills, with the ability to meet deadlines under minimal supervision.

– Proficiency in Microsoft Excel and ability to quickly learn and navigate new digital platforms.

– Strong communication and interpersonal skills, including the ability to liaise with diverse UN agency focal points and clarify technical information.

– Ability to work effectively in a multicultural environment and as part of a team.
