Assistant Learning Development Officer

Organizational Setting and Work Relationships

This role has a dual focus. First, it supports on-the-job and peer-to-peer learning by developing and delivering customized learning solutions for colleagues in critical role pools, bureaux, and for managers and leaders. Second, it promotes learning and development through UNHCR’s ERP system, Workday, by translating its various functionalities into meaningful experiences aligned with UNHCR’s skills agenda, performance and career development, leadership, and people management.

The incumbent works closely with divisions, bureaux, regional and country offices, and external partners (e.g., vendors and pro-bono partners) to implement corporately prioritized capacity-building initiatives. The aim is to ensure strong cross-linkages between all UNHCR learning and development programmes, including functional, managerial, and leadership components.

The role also involves collaboration with external service providers—such as consultants, e-learning developers, Workday specialists, and production companies—and includes responsibility for preparing requests for proposals (RFPs) for acquiring goods and services. The incumbent establishes strong partnerships with subject matter experts from external vendors, pro-bono partners, other UN agencies, and NGOs, as needed, to support the development and delivery of learning programmes on specific topics.

Duties

  • Serve as a Business Process Expert (BPE) for Workday in the relevant area, providing support to users and administrators on system usage, troubleshooting, and configuration tasks.
  • Utilize AI-driven functionalities in Workday Learning to support personalized learning and management experiences, deliver skill-based content recommendations, and apply predictive insights to inform workforce development strategies.
  • Collaborate with internal stakeholders to continuously improve system workflows, configurations, and the end-user experience.
  • Promote data quality, system alignment, and knowledge sharing across the Skills and Learning Unit and relevant partners.
  • Work closely with other BPEs in the Section to enhance support and optimize the use of Workday functionalities.
  • Support projects with internal and external partners, including vendors and pro-bono collaborators, to design and develop skill-based learning programmes.
  • Manage the design and delivery of corporate priority skill-based learning programmes, activities, and events, using a mix of distance learning, e-learning, coaching, workshops, and other approaches.
  • Facilitate and co-facilitate face-to-face and virtual learning sessions as required.
  • Contribute to the development of written materials, guides, job aids, and other resources for learning purposes.
  • Support the quality assurance of learning materials and ensure their proper upload into the system.
  • Assist in collecting relevant data and indicators to assess the outputs and outcomes of learning activities.
  • Support the unit in preparing reports, correspondence, technical papers, project or programme plans, and general reference documents.
  • Supervise, if applicable, general service staff and interns.
  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making is risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
  • Perform other related duties as required.

Desired Candidate Profile

For this position (The Associate Skills & Learning Officer – leadership and management or management and performance), UNHCR requires a staff member, who works well across the organization and with multiple internal and external stakeholders, including senior managers and technical specialists in Divisions, Bureaux, Entities and Operations globally. S/he must bring leadership and people management learning experience and, critically, ERP experience, preferably from Workday, as the incumbent also will drive the use of Workday functionalities in the leadership and management area. As a co-driver of UNHCR’s leadership and people management agenda, the incumbent must bring an in-depth grasp of all aspects of skills-based learning and delivery of related experiences through Workday. The incumbent should have excellent research, analytical, drafting and coordinating skills. An experience in a policy or liaising role would be a plus.

Nature of Position:

As global challenges grow more complex and displacement crises demand increasingly innovative responses, UNHCR’s workforce must be equipped with the right skills for UNHCR to remain effective. The broader vision for a modernized UN system, under UN 2.0, and UNHCR’s shift to sustainable programming also highlight the need to adapt the way the organization manages and develops talent. These challenges have called for a more focused and impactful Learning and Development (L&D) model that better equips, within available resources, the workforce with the skills, tools, and management and leadership capabilities required to thrive in a dynamic and complex operational environment.

 

The strategic repositioning of UNHCR’s L&D system and function will transition towards a skills-based approach that better synergizes learning, strategic workforce planning, data analytics and development, recruitment, deployment, and engagement efforts. To underpin this integration, the L&D function currently handled by the Global and Learning Development Centre (GLDC) will be embedded into DHR’s broader structure as one Section – the Skills and Learning Section (SLS) in the Integrated Talent Management Service.   The new Section will have two Units, the Skills Strategy Unit and the Performance and Leadership Unit.
