Location : Conakry, Republic of Guinea with field travels to Conakry, Boké,
Labé, Kankan, Mamou, Koundara, Siguiri et N”Zérékoré.

Tasks to be performed under this contract

Category B Consultant hired to deliver a report on a four (3) instalment payment basis:

The consultancy aims to deliver the following:

First Deliverable:   Propose a methodology and data collection tools for carrying out the study and collecting the data (First instalment payment 30% by 17 September 2025)

Second DeliverableData analysis and writing of the mid-term report summarizing the progress of the study and making available a preliminary version of the study (Second instalment payment 50% by 17 October 2025).

Third Deliverable: finalization and layout of the study for publication, organization of validation and presentation workshops, and printing and distribution of copies to stakeholders (Third instalment payment 20% by 16 November 2025). 

Performance indicators for the evaluation of results

Objective of the First Deliverable: To develop a robust methodology and data collection tools adapted to the Guinean context for documenting and analyzing child mobility, while systematically collecting data in the field.

3.2. Objective of the Second Deliverable: To analyze the data collected and produce a detailed progress report that synthesizes the study”s progress and presents a preliminary version of the results on child mobility in Guinea.

3.3. Objective of the Third Deliverable: Finalize the study in its final version ready for publication, organize validation and presentation workshops with stakeholders, and ensure printing and distribution of copies to relevant actors to maximize the impact and ownership of the recommendations.

Data collection:

  • Conduct primary and secondary research to gather data on child mobility, push and pull factors, and migration trends in targeted regions of Guinea.
  • Analyze child mobility patterns and their effects on child protection and community development, with a particular focus on areas at risk of exploitation and trafficking.
  • Engage families, communities, local authorities, child protection organizations and key stakeholders to collect relevant data.

b. Analysis:

  • Identify trends, risks, and challenges related to child mobility.
  • Assess the effectiveness of existing protection mechanisms and their alignment with the needs of mobile children.
  • Examine the impact of children”s mobility on their well-being, education, and development.

c. Preparation:

  • Develop an agenda and presentation materials for workshops based on study findings.
  • Coordinate logistics including venues, invitations, and materials.

d. Reporting (Final report approved by the Program Manager at the end of the consultancy):

  • Prepare a full report with conclusions and recommendations.
  • Include perspectives for improving the protection and socio-economic integration of mobile children and their families.
  • Provide specific recommendations based on the analysis to reduce child exploitation and trafficking.
  • Evaluate the effectiveness of the workshops and gather feedback from participants for improvements.
  • Propose recommendations for future action based on workshop discussions.

Required Qualifications

Education
  • Master’s degree in social and political sciences, Migration studies, Business, Economics, Statistics or related field.
Skills
  1. Technical expertise in assessing issues of migration and development, youth employment, and the ability to draw strong and valid conclusions.
  2. Sound knowledge of initiatives relating to migration and development in Guinea or another country from the West Africa region is a distinct advantage.
  3. Excellent oral and written communication skills and competence in basic IT packages including PowerPoint, MS Word, MS Excel and the internet.
  4. Excellent Knowledge of French and English.
Languages
  • For this position, fluency in English and French is required (oral and written).
  • Working knowledge of a local language is an advantage
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Travel required
  • The consultant may be expected to travel to Guinea (Office location) and within the countries.
  • IOM will bear the costs of all travel on duty in line with IN/6 Travel Policy.

Other: 

Appointment will be subject to certification that the candidate is medically fit for appointment.

Note 

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality. The consultant will be responsible for following IOM writing guidelines and the latest glossaries in all given assignments for accurate translation.

IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities participating in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any
