UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women ESARO, in collaboration with UNODC Regional Office for Eastern Africa (ROEA) and the Eastern Africa Police Chiefs Cooperation Organization (EAPCCO), is implementing the “Empowering Every Badge” project, which aims to enhance security in Eastern Africa by increasing women’s participation in law enforcement, promoting gender equality, and transforming institutional attitudes within policing and criminal justice structures. A critical component of the project has been the revision and updating of the EAPCCO Gender Training Manual, which UN Women originally supported the development of in 2016. This revision seeks to address evolving security threats, enhance accessibility, and ensure the manual is adaptable to the changing security landscape across the region. The updated manual, now validated as the EAPCCO Handbook on Gender Responsive Law Enforcement, incorporates more inclusive and localized content, ensuring greater relevance across diverse contexts. As per agreement with counterparts, UN Women, UNODC, and the EAPCCO will support the effective implementation of the Handbook in respective Member States by supporting EAPCCO and selected Member States in developing a Trainer’s Guide to accompany the Handbook. The Trainer’s Guide is to be a generic framework in order for individual Member States to develop their respective and specific trainings based on need, context and target audience. Hence, UN Women seeks to hire a consultants to support this for a total of 15 days over the period 4 months.
The consultant will be reporting to the Women Policy Advisor, Governance, Peace and Security, ESARO , and will be supported by the Programme Management Specialist, Gender and Security Sector, who will be the point of contact on the contract and payment issues.
