The Directorate for Information Technology (DTI) of the Court of Justice of the European
Union (CJEU) is looking for a staff member to fill a position for the SIGA Programme (Système
Intégré de Gestion des Affaires) in the IT Solutions Implementation Unit. The successful
candidate will be recruited as temporary agent (AD 7)1.

I. PRESENTATION OF THE DIRECTORATE FOR INFORMATION TECHNOLOGY

The main mission of the Directorate for Information Technology, which is attached to the
Directorate-General for Information, is to define, on the basis of the institution’s orientations
and priorities, the information technology strategies to be initiated and to develop a modern
infrastructure at the cutting edge of technological progress in the fields of information
technology, telecommunications and multimedia.

It develops the technologies and information systems needed to meet the challenges of the
Court of Justice in the enlarged European Union, with the priority of providing a high-quality
service to all users of the institution and to European citizens.

The Information Technology Directorate is made up of four units: the Portfolio Planning and
Resource Management unit, which is responsible for planning IT requirements and projects,
as well as project management; the Information Systems Design unit, which is responsible for
innovating, studying and approving the solutions to be implemented; the IT Solutions
Implementation Unit, which is responsible for building solutions (analysis, development,
integration and installation) and the Operations and User Support Unit, which is responsible

The Court of Justice of the European Union and the Information Technology Directorate have
engaged into a vast and ambitious digital transformation program SIGA (Système Intégré de
Gestion des Affaires) to modernise all its business processes and elevate customer
experience. The objective is to build a transversal solution, used by all courts and services of
the CJEU involved in the process of handling judicial cases, from their introduction to their
closure, as well as in the context of the publication of decisions and opinions. In line with this
objective, the Information Technology Directorate is searching for a Pegasystems technical
specialist who will make the link between the business and the technical teams and will be
responsible for the whole lifecycle of the product.

II. PRESENTATION OF THE POST

One central component of SIGA is the Adaptive Case Management Solution that is to be part
of the enterprise-wide integrated solution.

The main tasks to be fulfilled are:

• Lead development for the Case Management Solution of the CJEU;
• Provide feasibility feedback to the business analysts and business stakeholders on the

best practices to integrate business processes in the solution;

• Perform code reviews on the case management solution (validation of deliverables);
• Setup and execute best practices methodology of development and continuous

integration for the Case management Solution of the CJEU;

• Coordinate and monitor the activities of the developer team (including service

provider);

• Ensure reporting of managed activities to the hierarchy and the PMO (Project

Management Office).

III. REQUIRED PROFILE

III.a. Eligibility criteria

• Be a citizen of one of the European Union (EU) Member States;
• A level of education corresponding to at least 4 years of completed university studies
in ICT and/or related areas, attested by a diploma, or a level of education
corresponding to at least 3 years of completed university studies in ICT and/or related
areas attested by a diploma, followed by a minimum of 1 year of professional
experience in ICT;

• Thorough knowledge of one official language2 of the European Union and a good
knowledge of another official language of the European Union. The languages used in
the service are English and French, the ability to work in one of these two languages is
required; a satisfactory knowledge of the other is an advantage.

III.b. Selection criteria

The successful candidate will be required to demonstrate:

 A minimum of 6 years of professional experience in ICT, of which a minimum of 3
years related to the duties detailed in point II, if he/she has a level of education
corresponding to at least 4 years of completed university studies, or a minimum of 7
yearsof professional experience in ICT, of which a minimum of 4 years related to the
duties detailed in point II if he/she has a level of education corresponding to at least 3
years of completed university studies;

 Excellent technical knowledge of low code – no code business process management
platforms or proven technical knowledge of the use of Pegasystems case management
technologies for at least 2 years;

 Proven experience in the field of full-stack software development for at least 5 years

(any development technology);

 Proven professional experience of at least 2 years in converting business analysis to

prototyping;

 Proven professional experience of at least 2 years Pega programming language (Java);
 Team management skills in the field of PegaSystem development, leading to concrete

results, in a structured and efficient manner.

The following criteria will be considered as advantages:

 Professional experience

in developing case management systems for

judicial

purposes;

 Pega Certified Lead System Architect;
 Professional Scrum Master ;
 Experience in team management (at least 3 people);
 Knowledge of other platforms and tools used by the CJEU (Informatica MDM, Qlik
Sense, Redhat Integration, Oracle DB, SQL Developer, Power designer, Azure DevOps)
or similar;

 Experience of working in an international organisation.

In addition to the above criteria, candidates invited to the interview will also be assessed
against the following general competences:

• Leadership: leading and managing people and teams to achieve results; delegating

to the success of the Institution.

VII. TERMS AND CONDITIONS OF EMPLOYMENT

The successful candidate will be offered a contract as a member of the temporary staff in
accordance with Article 2 (b) of the Conditions of Employment of Other Servants of the
European Communities (CEOS)3 for an initial period of up to four years, with a probationary
period of nine months. He/she will be classified in function group AD, grade 7. The employment
contract may only be renewed once for a maximum of two years.

The place of employment is Luxembourg, where the Court of Justice of the European Union has
its seat.

To be eligible for appointment, the successful candidate must:
