Job Summary
 

Under the supervision of the Head of EU Training Hub (EUTH), and the daily coordination of the Head of Sector CEPOL Knowledge Management  Centre(CKMC), the e-Learning Officer will need to work with CEPOL’s Learning Management System and support its developments and updates, multitenancy functionalities and end users.

The e-Learning officer will contribute to the administration, development, and implementation of CEPOL’s e-learning services and products.

The postholder will coordinate and update the design of learning activities (course templates, online learning, webinars, and online platforms) and align to CEPOL’s quality standards following the new Strategy objectives. The e-Learning officer will also, contribute to the administration, development, and update of CEPOL’s Learning Management System (LMS) on which all CEPOL e-learning products (online and onsite) are hosted, with the scope to offer a coherent learning environment complementing other CEPOL training activities.


Key accountabilities
 

  1. Provide operational and administrative support to the implementation of LMS, LMS Support mechanism, including active support of LMS and troubleshooting, working closely with external providers.
  2. Communicate to users though all functional channels, including preparing and providing trainings, draft documents, quick guides, presentations etc.
  3. Work on the testing of LMS developments including Exchange Plugin, Event Management), further development of multitenancy, ad hoc developments, etc.
  4. Liaise with CEPOL partners to develop training or acquire training material in alignment with the LMS.
  5. Organise and support event management process (online and face to face National LEEd Managers or other stakeholder meetings) with organisation, agenda planning, presentation, and provision of feedback in the live sessions and afterwards.
  6. Provide operational advice for the further development of Learning Management System.
  7. Represent CEPOL in meetings and events assigned by Head of Sector or Head of Unit.
  8. Implement other tasks assigned by Line Manager or Head of Sector.


Eligibility criteria
 

In addition, in order to be eligible the candidate must:

  • Be a national of a Member State of the Union;
  • Be entitled to his or her full rights as a citizen;
  • Have fulfilled any obligations imposed by the applicable laws on military service;
  • Meet the character requirements for the duties involved;
  • Be physically fit to perform the duties linked to the post; and
  • Have a thorough knowledge (min. level C1) of one of the languages of the Union and a satisfactory knowledge (min. level B2) of another language of the Union. As the official language of the agency is English, it has to be one of the before mentioned languages.


Education
 

Completed university studies of at least three years attested by a diploma

or

In the interest of the service, professional training, or professional experience of an equivalent level in a relevant area (Digital Technologies, eLearning, adult learning, Moodle) and after having completed the training, at least the number of years of relevant professional experience as indicated below:

Professional Experience
 

In addition to the above at least 3 years of relevant and proven professional experience gained after obtaining the diploma or after completed the professional training with the experience linked to the training.

 


Working conditions
 

A contract offer will be made as a member of the Contract Agent staff of the agency in accordance with the Conditions of Employment of Other Servants of the European Communities for a five years period. which may be renewed for additional 5 years. The third contract will be for an indefinite period. The successful candidate will be recruited as e-Learning Officer – FG IV.

The basic monthly net pay for this post is EUR 2,752.00 (grade 13), EUR 2,921.63 (grade 14) or EUR 3,652.14 (grade 16). The correction coefficient (on the date of publication of this vacancy notice is 75,5% for Hungary and is already taken in consideration for these amounts.

The grade is determined on the basis of professional experience gained after obtaining the diploma of an education required for the position and in line with applicable implementing rules.

In addition, based on personal situation, the following allowances might be granted:

  • Expatriation or foreign residence allowance: 16% or 4% of the basic pay.
  • Annual travel allowance: staff who are entitled to the expatriation (16%) or foreign residence (4%) allowance are entitled to be paid each calendar year a sum representing the cost of travel from the place of employment to the place of origin for themselves and, if they are entitled to the household allowance, for their spouse and dependents (less than age of 2)

  • Allowance for a dependent child or person treated as such:

    • School fees: paid by CEPOL for dependent children who joined the staff member in changing the residence to fully respect the article 20 of the Staff Regulations. The school shall be considered as non-fee paying and the staff member concerned shall not receive the education allowance mentioned in the bullet point(s) above.

The costs covered by CEPOL shall be:

  • The registration and attendance fees at international schools
  • The transportation costs
  • Excluding all other costs as described on the Commission decision C(2004)131-53-2004 on general implementing provisions for the grant of the education allowance.

In addition, CEPOL will provide benefits and entitlements in line with those of European Union Civil Servants. Such entitlements will be established based on the necessary documents provided by the newly recruited staff member upon taking up duty with CEPOL.

The successful candidate shall undergo a probation period of 9 months.

For reasons related to CEPOL’s operational requirements, the candidate may be required to be available at short notice.


Additional information
 

The highest scoring candidates exceeding the threshold defined in advance by the Selection Committee shall be invited for interview and written test. Maximum number of candidates to be invited for interview shall not exceed 14. Interview and written test will be arranged online.

Essential Criteria
 

Proven experience in managing and supporting Learning Management System and digital learning related services and products. Experience using tools to support digital training, including webinars, repositories, authoring tools etc. (Please give examples)

Proven experience in digitalised processes, understanding LMS structure, finding and solving configuration issues and supporting the whole life cycle of LMS products/tools from the business perspective. (Please give detailed examples)

Proven experience in organising events for digital learning and tools including LMS, agenda planning, presentation, and provision of feedback in the live sessions and afterwards. (Please describe and give examples of length and nature of your experience);


Advantageous Criteria
 

Excellent presentation skills and spoken English. (Please specify your level of English as well as specific experience and training for providing presentations and/or public speaking.);

Experience in providing training on the topic of LMS or digital learning methods. (Please specify and give examples of your experience – was it singular or more extensive experience, give examples of audiences moderated and goals of the events);

Experience in organising and delivering complex tasks within strict timelines, including the use of relevant tools (please specify by providing details on the tools used and the length of your experience).
