Description

Departmental Responsibilities

Compliance wing:

  • Based in Baghdad, lead the compliance department Baghdad and oversee Basra with providing full supervision to the north region.
  • Act as the Centre for Compliance work and cooperate closely with the Compliance Manager in the South and supervise the work of the compliance manager in the North.
  • Renewal of company MOI operating license and any issues related to this license.
  • Renewal of company real estate lease agreement (Baghdad) and any issues related to this lease agreement, and/or the application for any construction licenses required for premises or accommodations quarters expansion.
  • Maintaining and updating the Company Registry (Baghdad headquarters and any branch offices in Iraq), including but not limited to, the incorporation documents and all professional licenses (MOT, MOI and the MOC) in addition to the annual financial reports.
  • The due process of registration of vehicles, weapons, and personnel with MOI. In addition to the vehicles’ bank guarantee letters and insurance renewal.
  • Control of the Commercial logistical documentation received from suppliers for weapons, vehicles, body armory, protective helmets, etc., and the commercial documentation related to importation and exportation approvals required from MOI. Face to face meetings with ministries and dept.’s. Reporting company compliance related expenses generated from all functions to enable a financial conclusive forecast for the company’s monthly and yearly budget.
  • Provide Control Risks Administration and Logistics departments with code details of what is required from each in terms of MOI Compliance, to ensure each department’s processes and documentation are in good order.
  • Overseeing the procedures of preparing, printing, submitting, collecting, and tracking of all compliance paperwork and that all are up to date.
  • Overseeing the visas and work permits for Exp’s staff and make sure the timely delivery of each visa and work permit.
  • Assist compliance director with client liaison including on-ground support concerning compliancy with the GOI laws and regulations.
  • Identification of new regulations and instructions implemented by MOI and GOI offices might benefit effect operations.
  • Deliver a compliance audit twice a year across the region and make sure action points of the audit are closed accordingly.

Personnel Management

  • Recruitment, management, and training of Compliance department personnel in accordance with Iraq HR procedures and mandatory training requirements.

Policy and Procedure

  • Assist the Compliance Director in the development of Compliance Policy
  • Assist in the development of Regional Management and Contingency Procedures
  • Maintain database of approved licenses and compliance paperwork to support business continuity
  • Assist in the currency of compliance training within Control Risks induction, familiarization, and continuation training programs

Quality Management

  • Member of the Regional Quality Management Team
  • Delivery of Compliance support in accordance with policy, procedure and QMS requirements Management of all Compliance activities in accordance with local (GoI and Moil) and international laws (ABC, FCPA and VPSHR).

Requirements

Role Requirements:

  • The candidate must currently reside in Baghdad.
  • Iraqi nationality is required.
  • Proven experience working with international businesses, with a strong background in compliance and government affairs.
  • Minimum five years’ experience in a similar role
  • Solid knowledge of Iraqi employment legislation.
  • Minimum ten years’ professional experience in the Middle East, preferably in Iraq
  • Degree educated with CIPD qualification (or equivalent)
  • Significant generalist experience in a challenging environment
  • Highly organized, able to perform under pressure with shifting priorities and deadlines.
  • Proactive and capable of taking initiative.
  • Strong attention to detail.
  • Demonstrated ability to manage and coordinate people effectively.
