WE ARE

The Directorate-General for Taxation and Customs Union’s (DG TAXUD) mission is to promote fair and sustainable policies that generate revenue for the EU and its Member States and ensure that EU citizens and businesses benefit from global trade and a safe and secure Single Market protected at its borders. Within DG TAXUD, the mission of Directorate B “Digital delivery of Customs & Taxation Policies” is to lead the strategy, planning and design of the digital agenda for EU customs and taxation policies, to implement EU customs tariffs policies and to contribute to launching the new Carbon Border Adjustment Mechanism (CBAM) in the context of the Green Deal.

Within Directorate TAXUD.B, unit TAXUD.B2 is responsible for Digital, Data Policies and Artificial intelligence, the preparation of the EU Customs Data Hub in the context of EU Customs Reform and the CBAM Registry deployment and management. TAXUD.B2 employs 25 officials supported by approximately 35 proximity IT consultants with a yearly budget is around 65 million EUR, and all operational services are outsourced in near EU shore. Directorate B is modernising its digital outsourcing model opting for Business Disentanglement Verticalization, Agile, DevSecOps, SaaS & Cloud hosting End-To-End procurement schemes exploring synergies with other EC corporate Services procurement schemes.

The vacant post is in the TAXUD.B2 CBAM team. The team consists of 20 people. The team is responsible for the maintenance of the CBAM Transition system and CBAM Definitive system digital delivery. TAXUD.B2 CBAM team manages the delivery process with TAXUD contractors and ensure strong collaboration with TAXUD CBAM policy unit, TAXUD Customs units, National Competent Authorities and National Customs Authorities as well as with all external stakeholders.

WE PROPOSE

TAXUD.B2 is seeking a dynamic contractual agent with a client-oriented mindset to join the Carbon Border Adjustment Mechanism (CBAM) delivery team.

His/her role will be to manage horizontally, with diplomacy, the direct and effective collaboration with national Customs (NCCA) and CBAM administration (NCA), as well as with other CBAM stakeholders such as Declarants, Operators or Verifiers. The successful Transition Manager will:

Act as a Point of Contact for the National Competent Authorities (NCAs). S(he) will have the end-to-end responsibility for onboarding National Competent Authorities (NCAs), third-country operators, and declarants into both the CBAM Transitional and Definitive Systems; . as well as chairing and/or facilitating meetings with NCAs, third-country operators, and declarants;

manage the delivery and monitor the execution of documents related to the roles and responsibilities of the Member States and the rest of CBAM stakeholders (i.e. Terms of Collaboration, Service Level Agreement);

design and monitor the National Project Plans – listing the activities of the Member States;

design and monitor the activities of the Transition to the Deployment plan – listing all activities for the successful deployment of the new CBAM phases, defining the scope and organising necessary training sessions for all CBAM stakeholders in collaboration with the relevant Project Manager;

with the support of operational manager, ensure that declarants, third-country operators, and NCAs are adequately supported through the different TAXUD contractors;

ensure high satisfaction from stakeholders (declarants, NCAs, and third-country operators) with TAXUD’s support services;

avoid and, when needed, effectively manage escalations and complaints received, confirming the perceived high quality and responsiveness of service delivery;

coordinate activities of external contractor supporting external stakeholders.

The internal role of the contract agent will be to support CBAM team leader and unit B2 as local CBAM PMO (project management office), coordinating across all CBAM modules, ensuring cross-functional alignment, progress tracking and risk mitigation. Having a role of PMO (s)he will:

with support of external contractor manage and update the CBAM Confluence space;

under supervision of the team leader act as chef de file for the CBAM Programme work plan;

coordinate the planning across all CBAM modules, ensuring cross-functional alignment, progress tracking and risk mitigation;

coordinate impact assessment and trigger implementation the work for the Simplification Package and future new legal horizontal initiatives.

He/she will be responsible for managing the risks related to all internal interfaces between components and other CBAM components as well as interfaces between CBAM and external systems. He/she will cooperate with CBAM Architects to ensure that the design meets the needs, to ensure readiness for operation and proper end users onboarding.

He/she will also ensure cost-effectiveness for the contracts through negotiations and vendor management.

The ideal candidate should be proactive and capable of working autonomously, with the ability to set and communicate priorities effectively. He/she should be well-organised, meticulous and committed to delivering quality results on time. Flexibility and a result-oriented mindset are essential.

The candidate should have experience in onboarding and supporting diverse stakeholders, including governmental authorities and international operators. They must be skilled in managing positive and effective relationships with stakeholders and have experience handling politically sensitive and sometimes confidential matters.

The candidate should possess the ability to chair and facilitate meetings effectively, have strong skills and experience in stakeholder management, and maintain high levels of satisfaction. (S)he should be proficient in addressing and resolving conflicts or complaints and ensuring responsiveness and quality in service provision.

Experience in portfolio and project management within large and complex digital systems is required, along with applying innovative and practical solutions within a team structure. Knowledge of PM2 Project Management and ITIL Service Management (or equivalent) is essential. Having experience as a PMO or in a similar leadership role, ensuring alignment and progress tracking, is also necessary. A client-focused mindset is crucial to ensure high satisfaction with service delivery.

The candidate should have a sufficient understanding of the technological aspects of the project, including requirements gathering, specification, application design and implementation. He/she should be able to coordinate the work of external analysts and solution architects on highly technical and specialised matters related to data processing and analytics.

The candidate should bring relevant experience in managing subcontractors and demonstrate a clear commitment to delivery. He/she will be expected to ensure quality and review deliverables from external parties (such as legal texts, Terms of Collaboration, SLAs, training materials, training plans, project plans, etc.) as well as evaluate the technical offers of TAXUD contractors and vendors.

A strong technical foundation and the capability to understand complex system design are required. The candidate should be constructive in teamwork and cooperation, as well as in internal and external communication, maintaining effective relationships within the organisation.

The ability to identify areas for process simplification and improvement is important. Experience in conducting impact assessments and implementing change initiatives is an advantage.
