Job Description:

I. Background:

World Vision International in Vietnam (WVIV) has been funded by 13 support countries in Europe, Asia, the Americas, and Australia. Funding of WVIV consists of sponsorship program funding (70%) and Private Non-Sponsorship (PNS)/grants (30%). WVIV employs about 400 staff, of which 99% are Vietnamese nationals. WVIV is operating in 29 Area Programs (AP) in 4 zones: North 1 (Dien Bien, Ha Noi, Hai Phong), North 2 (Thanh Hoa, Hung Yen, Quang Ninh), Central (Quang Tri and Da Nang), and South (Quang Ngai, Ho Chi Minh, Lam Dong).

The project “Empower Children with Autism or Intellectual Disability” (ECAID) is a special project aimed to enhance equal rights of children with autism or intellectual disabilities in five wards in Da Nang City, including An Hai, Son Tra, Hoa Khanh, Hai Van and Lien Chieu. From January 2025 to December 2027 (3 years), the project aims to achieve 3 main outcomes: (1) To strengthen the voice and leadership of children with autism or intellectual disabilities in community and school in Da Nang; (2) To enable an inclusive environment for children with autism or intellectual disabilities; (3) To ensure effectiveness of the implementation of current policies for children with autism or intellectual disabilities and their caregivers/family members.

II. Purpose of Position

To design, implement and monitor program activities in the assigned sites to achieve the goal, outcomes, and outputs stated in the project design document and logical framework.

III. Key Responsibilities

1. Design and Planning

  • Provide assistant to the Project Manager to develop action plan at grassroots levels, ensuring the integration between the project activities and 2 APs’ interventions as well as government’s programs.
  • Identify potential stakeholders and resources for partnerships/ project implementation in the target locations.
  • Establish partnership with appropriate stakeholders.
  • Identify problems and alternative solutions as well as opportunities for partnership by participating in community needs assessments including stakeholder analysis and situation analysis in collaboration with other AP team members/local partners.

2. Project Activities Implementation

  • Effective partnership with project partners in An Hai, Son Tra, Hoa Khanh, Hai Van and Lien Chieu wards as well as Disable Persons Organization of Da Nang city are nurtured to ensure effective project’s implementation.
  • Project’s progress is regularly communicated with partners for timely reflection or adjustment to successfully achieve project outcomes.
  • Coordinate with staff of 2 APs to integrate project activities for higher impacts.
  • Work closely with NO technical teams such as GEDSI, Health and Nutrition, CP&P, Communication, PEU to ensure project’s implementation are technically qualified.
  • Ensure appropriate expenditures/utilization of the allocated funding to maximize the impacts for the target groups.
  • Follow donor’s compliance as well as WVI-V’s regulations and policies during implementation of the project.

3. Monitoring and Reporting

  • Monitor project activities at the field level to ensure the project goal and outcomes are achieved.
  • Gather and document information of project activities regularly.
  • Act as a contact person for routine issues concerning the project at the responsible location.
  • Develop project reports in good quality and delivered on time.
  • Ensure project related documents at field are filed for references.
  • Contribute to project assessment, final evaluation, or survey/research.

IV. Job requirement

  • Bachelor”s degree in social work, public health, community development and/or related field
  • At least 5 years of experience in community development and program implementation, preferably with international humanitarian organizations.
  • Proficiency in Microsoft Office including Word, Excel, Power Point, Outlook.
  • Language requirement: Vietnamese: Fully fluent. English: Intermediate
  • A conceptual understanding of and commitment to development work, especially child-focused, community-based development concepts, approaches, and processes.
  • Strong partnering and collaborating skills with different stakeholders
  • Motorbike driving license is required
