Job Description:

This role is open to both Local & International Applicants (IAs), and is an Unaccompanied/Spouse-only Posting.

The National Director will lead the strategy and implementation of all aspects of World Vision Papua New Guinea (WVPNG) to ensure high Ministry quality and impact on the field.

To accomplish this, the National Director will provide leadership, strategic direction and support in the development and implementation of an effective National Strategy. You will also be responsible to represent WV PNG to all donors, project partners, other WV Partnership offices and divisions, local Government, Church representatives and non-governmental organizations, serving according to given Power of Attorney.

Critically, the National Director will be accountable for all of aspects of WV’s work in PNG ensuring the team provides high quality programming with impact in line with the values of World Vision, while contributing to the mission and vision of World Vision International.

The National Director must model a high standard of personal Christian leadership, ministry and integrity; leading by example and providing spiritual guidance to staff on the WV Vision, Mission and Core Values.

Your Key Responsibilities will include:

Strategic and Christian Leadership ensuring that:

  • There is a documented country strategy, Ministry strategies and operating plans, aligned with Regional and Partnership strategic priorities;
  • There are clear strategies for Finance, People and Culture, Communications, security and other main functions
  • You provide strategic leadership to the PNG staff, supporting and managing all operations in WV PNG to ensure implementation is efficient and effective and meets the goals and objectives of World Vision International and community partners.
  • You model a high standard of personal Christian leadership, maturity and integrity as an example to staff and to commend World Vision to various publics
  • You will participate in and lead devotional meetings, annual Day of Prayer and other Christian events.

Funding and Resource Development ensuring that you:

  • Establish networks and relationships with key stakeholders in order to position WVPNG appropriately to secure funding going forward.
  • Maintain the financial sustainability of World Vision ministry in PNG through reducing administrative costs and a proactive approach to funding acquisition and marketing World Vision’s programs to potential donors.
  • Maintain that appropriate impact evidence is in place, high-quality concepts and proposals are developed to build on the relationships established with potential donors.
  • Lead innovative initiatives.

Partnerships and External Engagements, ensuring that you:

  • Develop strong partnerships with Central Government agencies and other local partners to support the strengthening of Government systems and sustainability of WV programme outcomes.
  • Represent World Vision to Papua New Guinea government representatives, UN agencies, local and international non-government organisations, ministry partners, churches, media, donors and community leaders and maintain productive relationships with these people.
  • Actively engage within the NGO Development Council in country and ensure MOUs with relevant Ministries.

Ministry Objectives, ensuring that:

  • All programs and projects are integrated so that a true holistic approach to transformational development is found in the design, implementation, monitoring and evaluation of the work of WV in Papua New Guinea.

Governance and Risk Management, you will:

  • Work along with Governance leaders (currently trustees) of WVPNG to govern the organisation with excellence as twin citizens of a global organization and ensure in compliance with PNG law.
  • Maintain complete accountability to Regional leadership on management of risks facing the organisation.
  • Ensure that the organisation is equipped to optimise risks toward achieving country strategy through a robust Enterprise Risk Management (ERM) policy, framework, and monitoring mechanism.

People & Culture Management

  • Provide performance-based leadership that builds and motivates effective teams to achieve the complex scope of World Vision’s ministry and ensures accountability through appropriate performance management.

Financial management

  • Exercise good stewardship over all resources by maintaining financial control, procedures and records, according to accountability standards required by World Vision International.

You will be required to have the following Professional Skills & Experience :

  • A degree in international development, business administration, public health, social science, management or related discipline, preferably at Masters level
  • 10 + years of experience in leadership with International NGO.
  • Pacific experience, and an excellent understanding of the political, social, religious and economic context in PNG is highly preferred
  • Significant leadership experience particularly in securing grant funding in a variety of contexts.
  • Experience in running an office or organisation, including managing strategy, system, structure and organisational culture.
  • Experience in managing disasters, development and social accountability as well as programmes that influence policy design and implementation
  • Cross-cultural leadership skill – candidates must have experiences working globally in different context and culture.
  • Experience in working in insecure environments with a commitment to social justice beliefs and values.
  • Experience in active participation in NGO/industry networks
