Our organisation
Joint Force Command Brunssum (JFCBS) provides a Joint headquarters to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by SACEUR.
The Operations Directorate is responsible for directing, monitoring, coordinating and assessing operational functions and advising the Chief of Staff (COS) regarding all regionally focused operational activities.
The Joint Assessment Division is responsible for the gathering of evidence to provide formal feedback on the progress and results of an operation, inform decision-making and make adjustments to the plan.
The Operational Assessment Branch focuses on assessing the mid-term planning-horizon in order to support operations synchronization.
The incumbent contributes to the Operations Assessment of any operation being conducted by the Joint Force HQ and supports the fusion of operational data.
The main duties of Staff Officer (Operational Assessment) are:
· Contribute to the development of the Operations Assessment Process and Decision-Making Cycle.
· Support the coordination and development of the operations assessment design with key stakeholders within the HQ, higher and subordinate commands, during the operational planning process.
· Coordinate and develops the operations assessment data collection plan with key stakeholders during the operational planning process; in execution refine and adapts it.
· Support the production of the operations assessment, by analysing collected data and information developing recommendations as appropriate; reporting to the leadership and Command as required to support timely decision making.
· Contribute to mobile training and education team activities with partners for operations assessment.
· Support the delivery of individual training and education of Operations Assessment within the HQ.
· Support the NATO School Oberammergau as an Operations Assessment Subject Matter Expert on courses that require it.
· Work with operational analysts and data scientists to identify areas to improve the operations assessment process and outputs.
· Support the lessons learned activities to improve Operations Assessment function and capability.
· Support the Allied Command Operations (ACO) Operations Assessment Working Group.
· Participate in HQ Working Groups that require Operations Assessment expertise, such as the Force Protection Working Group, Resource Coordination Working Group, Resilience Impact Coordination Meeting, Information Activities Working Group etc.
· If required and under authorisation, work with J9 to share data and information relating to operations assessment with non-military actors.
· Undertake work as part of a project team or working group as directed or assigned.
· Support HQ risk management process and works with divisions to ensure quality risk assessment.
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
Required Qualifications are:
Ø English – good – NATO Standard Language Proficiency 3333
(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
Ø University Degree or equivalent in related field / discipline.
Ø Minimum 2 years’ professional experience in military operations assessment or civilian equivalent of monitoring and evaluating.
Ø Proven knowledge of joint and/or combined operations at either operational and/or tactical levels or civilian comprehensive equivalent.
Ø Experience using computer software programmes supporting the analysis and assessment of data sets.
Desirable Qualifications are:
Ø Experience instructing/teaching.
Ø Participation in military training and exercises.
Ø Experience conducting risk assessment as part of a risk management process.
Ø Knowledge of NATO operational planning tool TOPFAS.
Ø Completion of relevant courses / training.

The successful selected candidate must be able to obtain and maintain a security clearance and is required to pass a medical examination before an employment contract offer will be released. The medical examination will take place with our medical consultant, is required to determine if the recommended candidate is fit to perform the duties and is deployable to NATO’s areas of operation.
