Expected duration

Two engagement periods: (1) 24 November 2025 – 31 December 2025, and upon successful performance and availability of funds, (2) 01 January 2026 – 30 May 2026.

Duties and Responsibilities

Build a cross-stream data consolidated Master file with built in longitudinal, country- and agency-specific, regional, subregional, SDG-topical filtered features. Develop SDG-mapped cross-stream service catalogue and propose features to digitalize and create learning sources. Research and propose data-centric solutions to link Humanitarian Efficiencies with the new Self Starter CBO and Collaborative Administrative Platforms (CAPs). Drive the data collection and compilation process working with the Efficiency Reporting Task Team and reviewing the work of junior consultants and interns. Facilitate and oversee engagement with the Efficiency Reporting Task Team stakeholders and others to gather insights and validate data. Draft the first data (quantitative and qualitative) narratives of the UNSDG Chair’s report on UNDCO activities, and SG’s report on the QCPR implementation. Support the data-centric processes of building the guidance and processes to operationalize the Mutual Recognition enabler of the Efficiency Roadmap, including but not limited to the relevant SWE and JIU recommendations and the UNSDG management response. Create the methodology brief of the incipient CBO Triage tool to assess progress of CBO Self Starters while maintaining synchronicity with the CBO Tracking Tool and bring all data collection and reporting mechanisms on one UN platform. Support the lifecycle data processes of new Global Shared Service platforms, Common Back Office business case development and proposal evaluation, CP matchmaking tool. Lead the process of Efficiency Reporting Methodology dissemination to entities, regions, countries. Create efficiency chatbot to comparatively assess the progress of all streams and cross-stream progress of Efficiency Roadmap indicators and Regional Efficiency Calculation analyses and presentations. Propose UN 2.0-centric solutions to enhance efficiencies linked with the SDGs and the shared services reform tracks of the Workstream 1 of the UN 80 Reform as it relates to the workplan of the Business Innovation Group (BIG).

Qualifications/special skills

An advanced university degree (Master”s degree or equivalent) in computer science, data science, analytics, statistics, applied mathematics, information management, data management, information systems, information science or a related quantitative field. A first-level university degree with two additional years of relevant experience may be accepted in lieu of an advanced degree. Minimum of five (5) years (seven (7) with a bachelor’s degree) of progressively responsible experience in data analytics, information management, statistics or related field, is required. Proven experience in UN Efficiency Reporting processes and mechanisms with demonstrated knowledge of data life cycle including data collection, analysis, visualization, platform building is required. Solid experience in strategic efficiency innovations, forecasting, data wrangling and automation is required. Knowledge of the UN development system reform and the Resident Coordinator System and the Business Innovation Group and its governance and working modalities are desirable. Strong data analysis and digital transformation skills. Very good facilitation, capacity development and moderation capabilities.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Spanish, Russian) is an advantage.

Additional Information

Background and Rationale: To advance the Secretary-General’s reform objectives outlined in his report A/72/684, the Efficiency Roadmap was developed to guide the work of the UN Sustainable Development Group (UNSDG) Business Innovation Group (BIG) in ensuring efficient and effective operations towards the realization of the 2030 Agenda for Sustainable Development. The 2022-2024 and 2025-2028 Roadmaps achieved tangible results on many fronts. As reported in the 2024 Report of the Secretary General on the Implementation of General Assembly Resolution 75/233 on the Quadrennial Comprehensive Policy Review of Operational Activities for Development of the United Nations System, efficiency gains of $553.6 million were achieved in 2023, corresponding to a 37 per cent increase from 2022 ($405 million). In 2024, UNSDG efficiency initiatives generated a total of $596.2 million, driven by the collective efforts of UNSDG entities across all the efficiency streams. Against this background, the UN Development Coordination Office (DCO) is seeking to recruit a consultant to lead the revision of the 2025 cycle of QCPR data collection and consolidation including all streams with analysis and data quality assurance role in the newly developed methodologies, platforms, dashboards. Consultant will also lead group dynamics such as the review and analysis of the work of the data team and will provide drafts of QCPR report sections. He/she will design new products and guidelines such as the automation of reporting mechanisms, their consolidation in one UN platform and other UN 2.0 related outputs that are data-centric to support the effective implementation of the Efficiency Roadmap. Scope of Work: Under the supervision of the Chief of Section, the incumbent will lead and manage cross-stream data consolidation to produce the first draft narratives of the UNSDG Chair’s report on UNDCO activities, and SG’s report on the QCPR implementation. Narratives will contribute to two reports: (1) the UNSDG Chair report (summary paragraph), and (2) the SG”s QCPR implementation report (detailed multi-paragraph content by stream). The incumbent will also work on several data – centric tools and products including but not limited to (1) CBO Self Starter tools and outputs on automation, business case proposal, regional efficiency calculation briefing preparations, (2) GSS Forecasting analysis amplified with collective intelligence and qualitative survey design amplification to be tested with the service providers (3) other cross-stream data products that will digitize and ensure all streams are reflected on UNINFO.
