  1. Role and responsibilities

The Protection from Violence (PfV) Technical Officer will be responsible for technical support to the day-to-day implementation of PfV activities, including protection cash, protection counselling, referrals, protection accompaniment, protection monitoring, and civilian self-protection through contributing to contextual analysis and protection risks analysis specifically, supporting design and roll-out of protection monitoring tools and reporting, strengthening capacity of staff and partners, and ensuring compliance with protection standards.

Key Responsibilities

Generic responsibilities

  1. Ensure compliance with NRC policies, guidelines, standards and donor requirements

  2. Ensure adherence to PfV strategy, tools, handbooks, guidelines and standards

  3. Support day-to-day implementation of PfV activities according to established plan of action

  4. Promote and share ideas for technical improvement and further program development

  5. Ensure that projects target the most vulnerable people, and explore and assess new and better ways to assist

  6. Contribute to the identification of protection needs to inform programming and advocacy

Specific responsibilities

  • Conduct outreach activities to identify key locations for PfV programming

  • Ensure safe identification and referral of people in need of a specific service
  • Develop informational, educational and training materials on protection issues
  • Prepare, organize and facilitate capacity-building activities

  • Participate in needs assessments and feasibility studies, conduct analysis of protection trends and propose adaptation of the response

  • Conduct protection monitoring and analysis

  • Provide inputs to protection advocacy documents (i.e briefing notes, monitoring reports, case studies)

  • Contribute to the development of PfV tools and procedures

  • Contribute to strengthening the local capacities of partners and key stakeholders

  • Coordinate activities with other NRC programmes

  • Coordinate activities with local authorities, NGOs, UN Agencies and other actors regarding protection assistance and programming

  • Conduct data entry and proper filing of documents related to PfV activities (i.e IPA intake forms, CSP documents and other tools) according to NRC internal procedures
  • Assist with administrative/logistics/finance tasks whenever required
  • Prepare weekly and monthly plans and reports, upon agreement with the line manager
  • Perform any other tasks as requested by PfV Project Manager

Requirements and Qualifications

Competencies

1. Professional competencies

Generic professional competencies for this position:

  • Minimum 2 years of experience in humanitarian / recovery context
  • Previous experience from working in complex and volatile contexts, preferably in the Ukrainian context
  • Knowledge of the Ukraine context, governmental and humanitarian architecture
  • Knowledge of English is an advantage

Context related skills, knowledge and experience (shall be adapted to the specific position):

  • Experience of working in protection sector at leadership role
  • Strong analytical, research, and information-processing skills, with experience translating findings into practical program recommendations and reporting
  • Demonstrated ability to work with qualitative and quantitative data, including data collection tools, data quality assurance, and basic analysis for protection trends and risks
  • Experience of providing information, counselling and legal assistance / representation services

  • Experience of community sensitization

  • Experience of working in the field with displaced and/or vulnerable groups and communities
  • Ability to ensure and monitor adherence to protection standards, including Sphere standards, requirements on safeguarding/PSEA, data protection, safe referrals, and internal SOPs. s;
  • Ability to coach the team accordingly ensuring provision of the services of the best quality
  • Understanding of service mapping and referral pathways in Ukraine (state institutions, local authorities, NGOs and INGOs)
  • Knowledge of software programs (MS Word, Excel, PowerPoint, Kobo)
