JOB DESCRIPTION

Job Summary

Nature of the consultancy: The consultancy will provide technical support to the International Organization for Migration (IOM) within the framework of the socio-economic integration project for migrants and refugees in Brazil, with an emphasis on promoting and strengthening public policies aligned with the principles of the Migration Governance Framework (MiGOF), the Global Compact for Safe, Orderly and Regular Migration (GCM), and other relevant international instruments. In this context, the consultancy will act strategically in the formulation and implementation of actions that expand migrants’ access to basic services, employment opportunities, income generation, and mechanisms for civic participation. Accordingly, the consultancy will engage with public institutions and civil society organizations to support the development and consolidation of public policies that strengthen the social protection network and promote the integration of the migrant population.

Key Responsibilities

The consultant will provide technical and strategic support to IOM within the framework of the socio-economic integration project for migrants and refugees in Brazil, contributing to the strengthening of public policies and concrete actions that promote the social, economic, and civic inclusion of this population. In this context, the consultant will play a strategic role in coordinating among different actors, including public institutions, civil society, and the private sector, strengthening networks and promoting the integration of the migrant population. The consultancy will also contribute to the systematization and dissemination of technical knowledge on integration policies, offering input for the formulation of innovative, evidence-based, and human rights-oriented strategies.

Accordingly, the consultant will be responsible for monitoring and analyzing challenges and opportunities related to migration at the local and regional levels, proposing solutions that facilitate migrants’ access to basic services, employment opportunities, income generation, and civic participation mechanisms. In addition, the consultant will support IOM in promoting initiatives that foster institutional learning, exchange of experiences between different municipalities, and the strengthening of the technical capacities of actors involved in migration governance.

Based on the nature of the consultancy and the project’s context and scope, the consultant will perform the following tasks:

  • Provide technical support to the IOM office in drafting of relevant meeting notes, concept notes and reports;
  • Conduct meetings with relevant stakeholders and attend to periodical meetings of the Committees;
  • Coordinate the information exchange among stakeholders and the IOM office;
  • Technically support the IOM office in the preparation of the conferences among other events organized by the local governments;
  • Carry on tasks related to IOM office’s activities to support the Conferences, events and issuing of products
  • related to the Local Plans and Policy
  • Support the IOM office liaising with local governments to develop and/or maintain and monitor existing legal agreements;
  • Support the IOM office with capacity building activities with local governments;
  • Perform other duties as may be assigned.

Required Qualifications

  • Academic BA in Social Sciences, International Relations, Law, Public Policy or a related field from an accredited academic institution.
  • Minimum of two years of professional experience in local government or committees or councils.
  • Professional or Academic experience in activities related to migration, refugees, protection of migration, asylum, statelessness or other relevant programmes is an advantage.
  • Previous working experience with an international or national organization or UN system would be an advantage.
  • Working knowledge level in English.
  • Excellent communication skills, written and oral.
