The responsibilities of this role include coordinating with projects, managing fleet and asset operations, supervising warehousing activities, and ensuring effective management of office facilities. The Supply Chain Management Senior Officer plays a critical role in ensuring that all logistical and operational components are efficiently executed to support project implementation on the ground.
The UNOPS Africa Regional Office, based in Nairobi, Kenya, oversees the delivery of over 250 projects across 40 countries, with a focus on fragile and conflict-affected settings. Supported by more than 1,000 personnel across five multi-country offices—spanning North, West, Central, Eastern and Southern Africa, and the Horn of Africa—the office advances national priorities through strategic initiatives in Climate Action, Health, Infrastructure, Peace and Security, Middle-Income Country Support, and Small Island Developing States (SIDS). The Regional Office provides strategic leadership, operational support, and oversight in key areas including Partnerships, Communications, Management and Oversight, Infrastructure and Project Management, Health and Safety, and Security. By promoting excellence in project delivery, fostering knowledge sharing, and driving continuous improvement, the office contributes to sustainable infrastructure, transparent resource management, and a better quality of life for communities across the continent.
Based in Nairobi, UNOPS East and Southern Africa supports sustainable development across 14 countries, including Kenya, Malawi, Mozambique, Somalia, Tanzania, Zambia, Zanzibar, and Zimbabwe. Since 1995, UNOPS has expanded its footprint in Kenya, delivering services in project management, infrastructure, procurement, and financial management. Across the region, the office implements diverse, partner-funded initiatives that respond to national priorities. In Mozambique, this includes delivering specialized equipment (EU), supporting health services (UNICEF), promoting agro-processing (KOICA), and advancing peacebuilding efforts through a Multi-Donor Fund. UNOPS also supports agricultural input distribution and the Northern Crisis Recovery Project, both funded by the World Bank. In Malawi, efforts include developing Technical and Vocational Education and Training (TVET) centres in partnership with the EU and the British Council. Supply Chain Management Activities
Plan and oversee the implementation of supply chain activities to ensure timely, cost-effective, and safe delivery of goods, in compliance with UNOPS Financial Rules and Procurement Manual.
Manage logistics operations in coordination with procurement and project teams, including transportation, customs clearance, and distribution.
Coordinate with freight forwarders, carriers, and customs agents to ensure smooth and compliant movement of goods, including the issuance of duty exemption documents.
Liaise with clients’ logistics teams to provide regular updates on shipment schedules and delivery timelines.
Arrange transportation of equipment and materials, ensuring proper documentation (e.g., delivery notes, packing lists, insurance) is issued and maintained.
Supervise customs clearance and goods reception, ensuring accurate registration in monitoring tools.
Develop and maintain storage and distribution strategies, including monitoring tools and regularly updated standard operating procedures.
Ensure effective facilities management, maintaining the functionality and upkeep of office and operational spaces.
Monitor and ensure timely vendor payments related to supply chain and office management activities.
Supervise personnel responsible for booking commercial and UNHAS flights and ensure proper documentation is maintained.
Oversee UNOPS fleet operations across Mozambique, ensuring compliance with UNOPS vehicle management policies and procedures.
Contribute to the development and improvement of fuel procurement systems across various locations in Cabo Delgado, ensuring availability, cost-efficiency, and accountability.
Assets Management
Review and update asset management and accounting systems for all UNOPS-managed equipment and properties, ensuring compliance with UNOPS policies.
Make recommendations to strengthen Mozambique’s programme-wide asset management framework in coordination with Project and Support Services teams.
Maintain accurate asset registers and accounting records for expendable and on-expendable items across all programme locations.
Conduct regular inspections and physical verification of stores and equipment; ensure databases reflect current quantity, quality, serviceability, and location.
Implement internal controls to monitor goods in transit and ensure timely updates to asset registry records.
Prepare and submit asset disposal documentation in line with UNOPS rules and donor regulations.
Oversee inventory management and ensure proper handover procedures for equipment under each project.
Submit periodically asset reports to Project Managers and ensure asset lists are consistently updated.
Investigate and resolve discrepancies identified during physical verification of assets.
Develop and maintain a robust asset and inventory control system aligned with UNOPS Asset Management policy.
Reconcile asset registers with procurement records and re-register assets as needed.
General Administration of the Supply Chain Management Unit
Lead and oversee the administration of the Supply Chain Management Unit.
Support recruitment, onboarding, and personnel development initiatives.
Prepare reports, presentations, and briefing materials for senior management.
Prepare a budget & forecast for the unit.
Monitor the Supply Chain Management Unit budget.
Maintain internal databases and ensure compliance with contractual obligations.
Monitor contract performance and support financial reconciliation and audit readiness.
Organize and facilitate supply chain training workshops.
Supervise personnel, providing coaching on operations and client service standards.
Promote team performance, learning, and continuous improvement.
Ensure adherence to UNOPS policies and operational efficiency
Knowledge building and Knowledge Sharing
Facilitate training and capacity-building activities for team members to enhance performance and service delivery.
Contribute to knowledge networks by synthesizing lessons learned and sharing best practices in logistics.
Gather and apply feedback, ideas, and process insights to improve team effectiveness and inform collaboration with the Senior Supply Manager (SSM)
To support the successful delivery of its projects, UNOPS is seeking a Supply Chain Senior Management Officer based in Pemba, Cabo Delgado, Mozambique. The incumbent will work under the direct supervision of the Support Services Manager and will be responsible for overseeing supply chain and logistics operations in alignment with project requirements.
