The Junior Information Assistant reports to the Head of Brazil Office. He/She shall duly and timely perform his/her obligations, under this Terms of Reference. The consultant will work in close collaboration with the UN-Habitat’s operational and technical teams.

Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. To expand the programme and seek support to work with the challenges of reducing urban poverty and integrating all segments of the population into the fabric of the city, UN-Habitat is a partner of Instituto Pereira Passos (IPP) of the Municipality of Rio de Janeiro (PCRJ) in the implementation of the Social Territories Programme. To respect, protect and achieve rights and build a fairer and more equitable city, the Social Territories Programme aims to identify the most vulnerable urban population of the city of Rio de Janeiro, better understand their living conditions and promote specialized support to integrate them into public registries, the network of basic services and the municipal urban fabric. The Social Territories Programme has been implemented, since 2019, first in large favela complexes (Alemão, Chapadão, Cidade de Deus, Lins, Maré, Pedreira, Penha, Jacarezinho, Rocinha and Vila Kennedy), and currently on a larger scale throughout the city. To properly continue the Social Territories Programme’s implementation, a Junior Information Assistant is required to support field research activities in designated areas of the city. Report to UN-Habitat Manager The Junior Information Assistant reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Junior Information Assistant will support the implementation of the project, and its activities, with the following responsibilities: a) Participate and support the organization of capacity building activities for government teams involved in the implementation of the Social Territories Programme throughout the city of Rio de Janeiro. b) Assist in the elaboration and calculation of variables, indicators and other urban and environmental data and information. c) Extract, process and analyse data from public databases and statistics – such as those produced by the Brazilian Institute of Geography and Statistics and other organizations – and present them in various formats (tables, graphs, charts). d) Provide appropriate technical support to implement activities related to collection, production, analysis and management of data, information and urban indicators and support any other studies and research. e) Assist with the analyses of the results with a territorial vision to support public policies planning. f) Accompany the studies and research activities related to favelas and urban communities in Rio de Janeiro. g) Revise the results of the Multidimensional Poverty Index in favelas and urban communities. j) Maintain an orderly and accessible information file related to the information and data produced. k) Be responsible for the delivery according to deadlines for each task. l) Support the technical teams with data analysis, evaluation, and monitoring. m) Exert quality control on all data collected in the field. n) Ensure that the technical activities are aligned with the quality expectations of UN-Habitat and IPP, its partner in the Programme’s implementation. o) Support the preparation of reports to partners, internal reports, among others, at various stages of the project. p) Perform other duties which may be requested by the supervisors. q) Elaboration and delivery of a Monthly Activity Report in a timely manner. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The Junior Information Assistant will support the implementation of the Social Territories Program. The consultant shall be paid a monthly allowance upon presentation and approval, by the Head of Brazil Office, of a monthly activities’ report.
