Job Description (Roles and Responsibilities)

Main purpose of job:

To manage all aspects of Facilities Management of a range of 4-6 posts in APAC region; British Mission Offices, HOMs’ Residences & staff residential properties (SRPs). Provide FM support to these posts via a main contractor that has teams embedded in each post. To take responsibility for FM-related health & safety/compliance, infrastructure & ensure properties meet diplomatic needs.

To manage Reactive, Variable, & project budgets to an agreed delegated level agreed at the beginning of each financial year. To manage optimal prioritisations & achieve best value-for-money in the sue of these budgets

Key deliverables:

  • Budgets to be managed to meet within +/-1%
  • Manage contract via KPIs & agreed audit process regularly
  • Ensure that legislative & health & safety compliance (manage risk)
  • Maintain a positive relationship with posts & a win-win collaborative relationship with our FM contractor.

Roles and responsibilities / what will the jobholder be expected to achieve:

Operational Performance Management (40%)

  • Lead my Posts to ensure it is safe, agile, compliant and allows the FCDO and ONE HMG Platform to deliver the core needs of HMG.
  • Manage regional contract governance of the TFM contracts for APAC. Monitor performance and risk associated with operational delivery.
  • Ensure regular non-statutory (routine) inspections and planned preventative maintenance programmes are met within agreed schedules across my Posts.
  • Ensure reactive maintenance liability is resolved at pace & within budget.
  • Resolve disputes with service provider & customers.
  • Develop and manage supplier relationships.
  • Lead Service Improvement initiatives.

Performance Management & Audit (15%)

  • Ensure a robust audit programme and travel plans are in place for this period in APAC, using the RCM audit checklist.
  • Record findings on the Virtual Library for reference & future audit. Carry out lessons learned through the appraisal period.

Finance & Resource Management (15%)

  • Ensure approved APAC Operations and FMR budget targets are met (+/-1).
  • Review budgets every month throughout the year, highlighting known risks and opportunities.
  • Successfully implement OED Pillar Four to make best use of existing budgets and provide VFM to support safe, compliant and agile platform. targeted lifecycle investment and maintenance of business-critical assets.

Health & Safety Compliance (10%)

Support the Head of Operations APAC:

  1. Ensure high risk services and installations (gas, water, electricity, lifts) are certified as compliant with the FCDO standards through regular statutory and mandatory maintenance;
  2. Ensure risks to health and safety, critical services, single points of failure, and legal and statutory requirements are mitigated through planned maintenance programmes (PPMs);
  3. Ensure FCDO OED policies and procedures are in place, up to date, fit for purpose and compliant.

Customer Relationships/Communications (10%)

  • Maintain & develop FCDO key stakeholder relationships in APAC and implement/maintain formal face-to-face relationship meetings with key customers.
  • Maintain a good collaborative relationship with wider ESND, commercial leads.
  • Support, where possible, colleagues in Europe to help deliver the FM service there.

FM Project Delivery (5%)

  • Ensure the Forward Maintenance Register (FMR) is evidence-based and correctly prioritized across APAC.
  • Regularly review and update the Asset Register management tool for APAC Posts.
  • Collaborate with & support ESND colleagues on their projects within APAC.

Overseas Maintenance Strategy (5%)

  • Implement the Overseas Maintenance Strategy in the region that will help reduce the global backlog maintenance liability by 2030.
  • Support the FMR scrub and re-prioritisation process (A-E to replace P1-P7).
  • Improve FCDO estate compliance in APAC by collaborating with, & enhancing supply chain capacity, and commercial partner delivery.

Resources managed (staff and expenditure):

No direct line responsibilities, but arm’s length monitoring & feedback of contractor teams post-by-post is a key part of this role.

Essential qualifications, skills and experience

  • Strong budget management skills

  • Knowledge of FM particularly as it relates to the FCDO estate

Working patterns:

This is a full time role – 36 hours/week, Monday to Friday.

We are currently operating a hybrid working pattern with at least 60% of the time being spent in the office.

In crisis/emergency situations you may need to work as required to support the Embassy response, sometimes on a shift pattern, which may result in unsociable hours and/or weekend working.
