The Solomon Islands-Australia Partnership for Governance program is seeking an experienced Procurement Adviser to support the Solomon Islands Ministry of Finance & Treasury (MoFT) for DFAT funded Governance program in Solomon Islands.

Contract term from up to 30 June 2027.

About the Program

The Solomon Islands-Australia Partnership for Governance commenced in January 2022 and is an AUD $45.0 million dollar investment where Australia partners with the Solomon Islands Government (SIG) to support its critical priorities over four years. The goal is to build economic resilience and promote policies and practices for sustainable economic recovery and growth. Australia’s objective for this program is to strengthen accountable and inclusive governance in partnership with SIG other stakeholders. The program will contribute to the goal through four end-of-program outcomes.

EOPO1 PUBLIC FINANCIAL MANAGEMENT: Contribution to more effective and accountable public financial management systems and practices.

EOPO2 BUDGET SUSTAINABILITY: Contribution to more sustainable fiscal management.

EOPO3 GROWTH AND RESILIENCE: SIG progresses economic reforms for enhanced growth, inclusion and resilience

About the Opportunity

The primary goal of the position is to ensure that all no-objection letters meet DFAT regulatory standards and stakeholder expectations, facilitating timely project approvals and implementation.

Long-term contract until 30 June 2027

Location of work: Honiara, Solomon Islands

Summary of Key Responsibilities

• Improve SIG capacity to develop and administer procurement rules, policies, and systems for high-level ministry outcomes.
• Prioritise activities based on agreed Work Plan:
• Provide technical procurement and contracting advice support and training to key counterparts in the Treasury Procurement Unit (TPU) and ensure that SIG procurement and contracting rules, regulations, and policies are correctly applied.
• As requested by SIG, provide input to the development of guidelines and policies to support the Public Financial Management (PFM) Procurement Regulations in order to strengthen SIG tendering procurement and contracting, including the review of standard bidding documents currently in use.
• Provide capacity-building support to SIG Procurement Officers focusing on targeted training on skills and learning based on identified capacity gaps in SIG procurement systems.
• Support SIG counterparts in putting in place systems to strengthen SIG procurement governance and enforce the submission of Annual Procurement Plans as required under SIG Procurement Guidelines.
• Support the Ministry of Finance with restructuring of the entire SIG procurement cadre.
• Support SIG counterparts in mainstreaming GEDSI in supported activities.
• Other duties as direct by Governance Partnership Team Leader, in consultation with MoFT Accountant General.

Key Deliverables

• Personnel in the TPU have better understanding and knowledge of SIG procurement systems and apply this knowledge to the analysis and processing of procurement documents submitted to the TPU.
• Help ensure that the SIG procurement systems function smoothly
• A comprehensive procurement database management system at Treasury Procurement Unit that helps to inform procurement policy in Solomon Islands.
• Through TPU, SIG procurement systems are upgraded whenever Finance Instructions or the Public Financial Management Procurement Regulations are updated or Finance Circulars are issued.
• Provide Accountant-General and the Central Tender Board with high quality advice, technical input, and support to achieve sound procurement for SIG.
• Proposed organisational structure for procurement cadre for the entire Solomon Island Government with job descriptions.
• Help to ensure that standard bidding documents have been updated to \comply with the six principles of procurement stipulated under SIG Procurement Guidelines.

About You

We are seeking an individual for this strategic position who brings:

• At least a Bachelor’s Degree in Management, Administration, Economics, or related courses.
• Professional Certification in Procurement, an advantage.
• Previous work experience in Solomon Islands, the Pacific Region, and developing countries, an advantage.
• Proven experience and ability to deliver results in public procurement and contract management, or logistics, preferably in an international development organisation, non-profit, or similar.
• Demonstrated strong oral and written communication skills with an ability to provide inputs into reporting, work with high level Government and Program counterparts and maintain relationships with suppliers.
• Demonstrated knowledge of the procurement process, tender documentation and assessment, contract documentation and setting quality measures for goods and services.
