Result of Service

The Consultant’s ultimate result of services will be to improve the Carbon Footprint Peru Program (HC-Peru), enabling the update of its Operational Guide, Technical User Manual, and other documents related to the use of the HC-Peru tool, promoting the use of the Carbon Footprint quantification platform in the country and to support the identification of mitigation actions that contribute to the implementation and scaling up of Peru’s updated NDC.

Duties and Responsibilities

The Ministry of Environment of Peru, as the national authority on climate change, has proposed implementing a digital platform for the Monitoring System of the Adaptation and Mitigation Measures of the Nationally Determined Contributions (SIMOM). MINAM, seeking to integrate climate action with a key player such as the private sector, launched Huella de Carbono Perú (HC-Perú) in November 2019. HC-Peru is a tool of the Peruvian government that recognizes the efforts of public and private organizations that voluntarily wish to manage their greenhouse gas (GHG) emissions. In doing so, they contribute to achieving the national goal of a 40% reduction in emissions by 2030 under the Paris Agreement, as well as the long-term goal of becoming a carbon-neutral country by 2050. This platform is part of the System for Monitoring Adaptation and Mitigation Measures (SIMOM) and was created within the framework of the Regulations of the Framework Law on Climate Change, Law 30754. In October 2021, Ministerial Resolution No. 185-2021-MINAM approved the Guide for the operation of HC-Peru, which establishes recommendations to guide the registration of user organizations, the use of the HC-Peru tool, and establishes criteria for MINAM to encourage GHG emissions management. More than five years after its launch, there are aspects of the HC-Peru Program that need to be improved in order to enhance the user experience, achieve greater reach, and ensure the sustainability of the service. The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the international environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The ”NDC Act & InvestProject – implemented by UNEP seeks to provide comprehensive, science-based, and policy-aligned support to countries to develop viable Nationally Determined Contributions (NDCs) to translate into concrete strategies and actions ready for financing and implementation, and fosters accelerated public and private investment in sector specific NDC implementation. In this sense, UNEP is recruiting a Technical Advisor on Voluntary Carbon Footprint Programs for Peru to support the work of the Ministry of Environment. This support will consist of technical assistance to improve the Carbon Footprint Peru Program (HC-Peru), enabling the update of its Operational Guide, Technical User Manual, and other documents related to the use of the HC-Peru tool. The purpose is to promote the use of the Carbon Footprint quantification platform in the country and to support the identification of mitigation actions that contribute to the implementation and scaling up of Peru’s updated NDC. The consultant will be supervised by UNEP’s NDC Act & Invest Global Coordinator and will work from home, and if possible participating in-person activities such as meetings and stakeholder engagements as required, at the Ministry of Environment located in Peru. 1. General coordination to improve the Carbon Footprint Peru Program (HC-Peru): 1.1. Prepare a work plan for the improvement of the HC Peru program, including the technical activities suggested by the Ministry of the Environment of Peru. 1.2. Coordinate the implementation of the proposed activities with the technical team and the Ministry of the Environment, ensuring the expected technical results. 1.3. Work closely with the HC Voluntary Programs Support Professional for the development of products required by the Ministry of Environment 1.4. Ensure that the project meets its objectives and achieves its expected outcomes. 1.5. Provide technical inputs and timely revision to the project deliverables. 1.6. Provide UNEP with the required information on the technical progress of the project for the presentation of technical reports to the donor. 2. Documentation review and technical update of the HC Peru program”s operating guide: 2.1. Review of related regulatory information and other international similar experiences related to implementation of National Voluntary Carbon Footprint Programmes. 2.2. Review and propose the update of the GHG emissions management system . 2.3. Review and propose the update of the recognition system . 2.4. Development of the updated HC-Peru Operating Guide. 3. Documentation review and technical update of the HC-Peru Technical Manual: 3.1. Review of related technical information about accounting and methodologies GHG emissions for organizations (For example: Standards ISO, GHG Protocol, IPCC Guidelines, Standards PAS) 3.2. Review the current version of the technical manual and, based on the bibliographic search carried out in the previous point, propose an updated version. 3.3. Development of the updated HC-Peru Technical Manual. 4. Coordinate the preparation of the user support guide and the systematization of lessons learned about HC-Peru 4.1. Using the results of the first HC-Peru satisfaction survey, prepare a user guide for HC-Peru. 4.2. Interview at least (i) two members of the HC-Peru management team and (ii) one professional from the MINAM Technology Office. 4.3. Prepare a systematized document of lessons learned about HC-Peru. Timely delivery of outputs as outlined in the Terms of Reference. Quality of design work, materials, and reports produced, as well as the approval of products/ deliverables/ outputs by the consultant’s reporting officer, Jérôme Malavelle, Project Management Officer, UNEP.

Qualifications/special skills

• Bachelor’s degree in environmental Engineer, Industrial Engineer, Civil Engineer or a closely related field (Required). • Postgraduate studies in Climate Change, Environmental Engineer, Corporate Sustainability or related fields (Required). • At least five (5) years of proven experience in climate change management, GHG emissions quantification at an organizational level, and/or the development of climate-related tools (Required). • Specific experience in the design, implementation, or improvement of carbon footprint programs at the corporate or national level, preferably in Latin America and/or Peru (Desirable). • Experience working with governments, international organizations, or cooperation agencies on development of climate change and/or environmental policies (Desirable). • Practical knowledge of international methodologies for emissions quantification and reporting, such as: GHG Protocol, ISO 14064 / ISO 14067 or IPCC Guidelines (Required). • Experience in developing or reviewing technical manuals, user guides, or monitoring, reporting, and verification (MRV) systems (Desirable).
