About this position
We are seeking a Public Management Consultant. As a Public Management Consultant, you will contribute to the design, analysis, and implementation of operations (loans and technical cooperation) within the country’s IFD/ICS portfolio. This includes, among other things: analyzing available information and indicators; developing diagnostics; reviewing literature and experiences in other countries to define the theory of change for the operation; evaluating budgets; reviewing reports and monitoring consultancies; and other related tasks
You will work in the Innovation for Citizen Service (ICS) Division, which is part of the Institutions for Development (IFD) department. This team is responsible for supporting governments in providing public services demanded by citizens in an effective, efficient, and transparent manner.
What you will do
- Provide technical inputs for the preparation of monitoring plans for the country’s IFD/ICS portfolio operations from a results-based management perspective, incorporating a high degree of technical knowledge and lessons learned from these operations
- Provide support and/or participate in management missions, technical and operational supervision visits, and technical support and guidance meetings for implementers, in accordance with agreed supervision plans.
- To support the implementation of the country’s IFD/ICS portfolio operations so that the counterpart can effectively execute the operations under its responsibility. In addition, to continuously evaluate the institutional capacity of all project implementation entities at the national level.
- Provide technical inputs for reviewing the mid-term and final evaluations of the country’s IFD/ICS portfolio operations and guide the formulation of the corresponding reports.
- Actively participate in the IFD/ICS knowledge agenda by developing knowledge products and studies such as technical notes, dissemination pieces, among others.
- Support the coordination of IFD/ICS participation in the programming and development processes of sector and country strategies.
- Actively participate in the dissemination and social marketing of knowledge products, operations, workshops and seminars and other activities of IFD/ICS, as well as represent and participate in events related to topics of interest to IFD/ICS and the IDB.

What you need
- Education : Master’s degree in Public Administration, Economics, International Development, or other fields relevant to the responsibilities of the position
- Experience : At least 5 years of professional experience in public administration in government, international organizations, consulting firms, or similar institutions, including relevant experience in project design and/or management, public policy and/or program analysis, and program evaluation. Direct experience in the implementation of projects involving coordination with public sector entities will be considered an asset.
- Languages : Fluency in Spanish and English, both spoken and written, is required. Additional knowledge of one of the Bank’s other official languages (French or Portuguese) is desirable.

- Citizenship : You are a citizen of Peru or a citizen of one of our 48 member countries, with legal residence or permission to work in Peru
- Consanguinity : You do not have any family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest or IDB Lab.

- Contract Type : Full-time national consultant.
- Duration : 12 months.
- Work Location : On site.
