Organizational Setting and Reporting Relationship

The position of Senior Risk Management Assistant is assigned to the Treasury and Liquidity Risk Division (RMTL) within the Office of Risk Management. You will be based at our Headquarters in Manila, Philippines.

You will report to designated International Staff and Officer (as applicable).

Your Role

As a Senior Risk Management Assistant, you will provide analytical and technical support in the following areas: (i) risk assessment and reporting of different market risks arising from ADB’s treasury operations; (ii) facilitate generation of market risk limits compliance monitoring reports, portfolio valuations, investment performance and transactions, and related market developments; (iii) compliance monitoring and related investigations for market risk in treasury operations; (iv) monitor and review expected large payment settlements to counterparties (v) data checks to ensure accuracy and integrity of inputs into risk management processes and reports, including trade and market data; and (vi) RMTL’s system enhancement projects.

You will:

Investment Operations and Risk Reporting

  • Prepare regular market risk reports and conduct relevant analyses on market risk measures for each portfolio, including risk sensitivities, duration, Value at Risk (VaR), and Expected Shortfall.

  • Help administer externally managed assets (EAM) under ADB’s Ordinary Capital Resources (OCR), covering mandates such as mortgage-backed securities, asset-backed securities, and corporate bond portfolios.

  • Help verify investment fund management/custody fees to ensure they comply with contract terms and are supported by underlying investment activities. Help arrange payment of fees to EAM program managers/custodian.

Market and Settlement Risk Reporting and Limits Compliance Monitoring

  • Perform settlement risk monitoring (i.e., matching settlement amounts with available limit per counterparty).

  • Help process and produce limits compliance reports through Treasury Risk Management System (TRMS). Review, validate, and report any breaches to supervisors for further action.

  • Provide backup support for data integrity checks, systematic downloading of positions data and securities’ attribute data from internal and third-party sources, generating compliance and exposure reports for internal asset management and EAM.

Performance Measurement, Risk Analysis, and Report Generation

  • Help process daily investment portfolio returns for OCR and special funds through Risk Performance Attribution Module of TRMS. Work with Treasury Department to ensure accuracy of transactions and fund movements.

  • Extract and review data from TRMS databases and query tools to support related analysis, gather value-added information, and produce accurate, complete ad-hoc reports.

Others

  • Support RMTL-related IT projects, including user acceptance testing, validation of limits and compliance monitoring, and implementation of treasury risk management guidelines.

  • Collaborate with external counterparties and financial information service providers for report queries.

  • Perform other tasks as assigned and reflected in your workplan.

Qualifications

You will need:

  • Bachelor’s degree in finance, accounting, economics, engineering, mathematics, statistics, or related field. Passed Level I of the Chartered Financial Analyst (CFA) program would be beneficial.

  • At least 5 years of relevant professional experience.

  • Experience with risk sensitivities including option Greeks would be beneficial.

  • Experience with the methodologies for Value at Risk, Expected Shortfall, and scenario analysis are an advantage.

  • Knowledge of global finance and capital markets dynamics, with a solid foundation in investment and risk management principles.

  • Advanced proficiency in MS Office tools.

  • Experience using relevant applications such as Bloomberg would be beneficial.

  • Written and verbal proficiency in English.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
