Introduction

The position is located in the Inclusive Labour Markets, Wages and Working Conditions Branch (INWORK) within the Conditions of Work and Equality Department (WORKQUALITY). WORKQUALITY leads the ILO’s efforts to promote quality employment and equality for all in the world of work. The Department’s ambition is that all workers, women and men alike, benefit from decent working conditions, fair treatment and inclusive labour protection. To achieve this, WORKQUALITY supports the strengthening of labour market institutions and the effective implementation of inclusive policies that uphold workers’ rights and foster equal opportunities. The Department is composed of: the Inclusive Labour Markets, Wages and Working Conditions Branch (INWORK) supporting fair wages, sound working conditions and inclusive labour markets policies; Labour Migration Branch (MIGRANT) promoting fair and rights-based labour migration governance and protection of migrant workers; as well as Gender, Equality, Diversity and Inclusion Branch (GEDI) advancing gender equality and inclusion of all workers.

INWORK provides technical assistance to constituents and expands the knowledge base on wages and labour incomes, working time, work organisation, contractual arrangements and employment protection, the transition to formality for workers in informal employment, the protection workers’ data and workers at risk of being excluded from labour protection, taking into account the needs of workers and their families as well as economic factors. INWORK also leads two transversal policy areas in the Office: decent work in the platform economy and decent work for domestic workers. To carry out its mandate, INWORK undertakes high quality research and, upon request, provides evidence-based policy advice which is responsive to national needs, priorities and resource. Under direct supervision, within the policy and procedural requirements established by the ILO and the [Project/Program], the Project/Program Junior Technical Officer will assist in the overall activities of the above project by providing technical support to the project to attain the expected outcomes. The incumbent will contribute to the promotion of ILO policies in the project related technical areas and other components of the ILO Decent Work Agenda.

ILO programme on living wages will support the new mandate of the ILO to implement the tripartite Conclusions on wage policies, including living wages adopted in 2024. This mandate includes, among others, raising awareness on living wages, including trough guidance and information, and engaging with living wage initiatives to promote alignment with ILO living wage principles, as well as developing a communication strategy on living wages, the ILO principles for wage setting, and the ILO methodology for living wage setting.

Under direct supervision and within the policy and procedural requirements established by the ILO and the Programme on living wages, the Communication and Public Information Officer contributes to raising the awareness and understanding of the concept of the living wage among constituents and living wage initiatives, promoting alignment with the concept as specified in the tripartite agreement reached during the Meeting of experts on wage policies, including living wages, which the Governing Body adopted at its 350th Session in March 2024 (“adopted conclusions”). The incumbent will contribute to the promotion of the ILO policies in the programme-related technical areas and other components of the ILO Decent Work Agenda.

Reporting lines: The Officer reports to the Global Programme Manager of the Programme on Living Wages, under supervision of the Senior Economist and Wage Specialist, both based at INWORK.

Description of Duties

  1. Develop a communication strategy on the concept of the living wage, ensuring effective presentation and dissemination of the established principles for estimating and operationalizing living wages, the ILO methodology to estimate the needs of workers and their families for the purpose of wage setting, including living wages, and the ILO compendium of economic factors, in line with the adopted conclusions.
  2. Develop corresponding communication plans for technical cooperation projects contributing to the ILO Programme on Living Wages.
  3. Contribute to the design of a visual identity for all products of the ILO Programme on Living Wages, adhering to ILO communication requirements, in consultation with the ILO Department of Communication and Public Information (DCOMM).
  4. Develop and update communication and information materials, including project factsheets, thematic guidance, websites and visibility products such as banners, including audio and video material and, as needed, acquiring copyright and other clearances.
  5. Share knowledge and lessons learned on living wage trends and developments, including through articles, newsletters and other information materials.
  6. Draft news releases, correspondence or other information publications, assisting with the distribution of information materials.
  7. Prepare briefing materials for senior staff prior to their appearance at interviews, conferences, roundtables, workshops and other events.
  8. Contribute to the organization of conferences, roundtables, workshops and other events.
  9. Contribute to tendering, contracting and coordinating service providers for editing and translating texts, Spanish and French.
  10. Build and maintain working relationships with relevant media representatives, ILO constituents, UN agencies, enterprises and business-membership organizations, non-governmental organizations and/or other groups to scope opportunities for ILO public communication and information work on living wages, in line with the adopted conclusions.
  11. Contribute to knowledge and information tasks related to the ILO Key Initiative on Living Wages of the Global Coalition for Social Justice.
  12. Contribute to similar communication and information tasks, in coordination with the Global Programme Manager of the Programme on Living Wages.
  13. Undertake other duties as required.

Required qualifications

Education

First-level university degree (Bachelor’s or equivalent) in journalism, international relations, liberal arts or another relevant discipline, or its equivalent.

Experience

At least three years of relevant professional experience in public communication and information positions, or related fields, whether at national or international level

Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or education would be an advantage.

Languages

Excellent knowledge of English, and a working knowledge of a second language of the Office (French or Spanish).
