a. Organizational Setting
The post of HCM Payroll Specialist is located in the AIMS Human Capital Management Team, Core Enterprise Resource Planning Section of the Enterprise Solutions Division, Information and Communication Technology Department, Administration, Finance and Management Sector.
Enterprise Solutions Division supports users of the Administrative Integrated Management System (AIMS) – WIPO’s comprehensive portfolio of ERP applications. The Division ensures continuous development and ongoing support of IT solutions pertinent to Enterprise Resource Planning, including applications supporting Human Capital Management, Finance and Supply Chain, Program Planning and Budgeting, Recruitment and Reporting.
The AIMS portfolio comprises both commercial off-the-shelf (COTS) and custom-developed applications, including Taleo, PeopleSoft FSCM & HCM and Acuity Stream for risk management. As WIPO embarks on a significant modernization initiative involving migration to Oracle Fusion and other cloud platforms and renewal of its applications landscape, the Enterprise Solutions Division plays a critical role in managing ERP projects, providing technical support for operations and enhancements, and monitoring technology trends to develop sustainable strategies for the future.
b. Purpose Statement
The HCM Payroll Specialist is responsible for the supporting of WIPO payroll solution and thereto related processes and enhancements. This solution is part of the Administration Information Management System (AIMS), an integrated software suite of business applications, based on Oracle Fusion.
The HCM Payroll Specialist plays a pivotal role in supporting payroll operations and enhancements as WIPO transitions to Oracle Fusion and modernizes its ERP landscape.
c. Reporting Lines
The incumbent works under the supervision of the HCM Team Lead of the AIMS Human Capital Management Team (HCM) within Core Enterprise Resources Planning Section.
d. Work Relations
The incumbent works closely with business process owners, to ensure stable and efficient payroll processing and that the solutions provided meet their objectives.
2. Duties and Responsibilities
The incumbent will perform the following principal duties:
a. Work closely with business counterparts to jointly develop strategic plan for performing monthly pay cycles.
b. Provide advice on payroll processing and ensure that systems and applications are well integrated; identify opportunities for simplifying, streamlining and enhancing processes and systems to ensure the delivery of a continuous improvement program.
c. Perform the review of recurring operational issues and software updates related to payroll, in close collaboration with the business process owners.
d. Maintain strong relationships with other HCM/ERP team members, IT focal points in other areas and with subject matter experts to ensure solutions are maintained and enhanced in accordance with established software development guidelines and standards.
e. Oversee payroll solution configuration, maintenance, security, and upgrades, ensuring seamless integration with related modules (Absence Management, Core HR, Finance/GL).
f. Prepare and update functional documentation, test scripts, and knowledge transfer materials to support ongoing operations and compliance.
g. Design and maintain seamless data flows between Payroll and other modules including absence management, Core HR, Finance/GL while identifying opportunities for process improvements.
h. Ensure systems meet regulatory requirements, maintain data security standards, and support audit and compliance reporting needs.
i. Perform other related duties as required.
3. Requirements
Education (Essential)
First-level university degree in computer science, information technology or a related discipline.
Education (Desirable)
Oracle Fusion Payroll certification preferred.
HCM SaaS Solution certification.
Certification in project management methodologies.
Advanced university degree in a relevant field.
ITIL certification.
Experience (Essential)
Minimum of six years of relevant professional experience in payroll-related functions, encompassing multiple areas such as functional analysis and specification, software development, user acceptance testing, software maintenance, documentation standards, training deployment, and quality management.
Extensive hands-on experience with Oracle Fusion Payroll module implementation and administration.
Proven experience implementing HR operational procedures and payroll processes within HCM solutions for large-scale international organizations.
Experience (Desirable)
Extensive hands-on experience with Oracle Fusion suite modules, including Core HR, Absence Management, and related applications.
Language (Essential)
Excellent knowledge of written and spoken English.
Language (Desirable)
Knowledge of French.
Job Related Competencies (Essential)
Strong understanding of HCM/payroll related end to end processes.
Excellent knowledge of configuring Oracle Fusion Payroll configuration including fast formulas, HDL and OTBI.
Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.
Excellent organizational skills, with the ability to work within strict time constraints and to meet deadlines.

Demonstrated ability to support and drive change initiatives, including the rollout of new payroll systems and process enhancements.

Competent user of Oracle Fusion, Microsoft Office applications (Word, Excel, Outlook, PowerPoint), and the ability to quickly adapt to new software, applications and systems.

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.
Annual salary:
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the November 2025 rate of 90%

Additional Information
* Initial fixed-term appointment of two years, renewable subject to satisfactory performance and other applicable conditions. The selected candidate’s appointment will be subject to an overall term of five years in this position, with normally no possibility of renewal beyond that term. S/he may, however, apply and be considered for other positions at WIPO.
This is not applicable to WIPO staff members on fixed-term, continuing or permanent appointments, who were recruited following a competition under Staff Regulation 4.10 (“Appointment Boards”).
