Contract Duration: 6 months

Job Purpose: The Programme Associate (Engineering) will be responsible of contributing to the provision of technical support and quality assurance for the implementation of construction and infrastructure works of projects implemented.   Responsibilities include but not limited to: supporting the identification, analysis, and timely resolution of engineering issues; contributing to the oversight of engineering services and construction activities such as the design review, project management, construction procurement processes, and construction contract administration   The incumbent will also work closely with partners, contractors, and vendors to ensure coordination and delivery of engineering and construction activities.

The selected incumbent will be expected to demonstrate   a high commitment to quality, good organizational, problem-solving skills, attention to detail, and the ability to work and communicate well with diverse stakeholders.

Key Responsibilities (not all-inclusive, nor exhaustive):

  • Support in the preparation and review of engineering designs, specifications, and drawings for WFP supported projects, and for management services, ensuring compliance with specifications and approved drawings, including managing Quality Assurance and Control procedures, and management of risks at construction projects.
  • Evaluate the feasibility  Support in the technical feasibility studies of projects in the field, considering factors such as cost, safety, and environmental impact and conduct engineering site assessments when required.  Contribute towards the analysis of project proposal to enable effective decision making on project technical feasibility
  • Collaborate and oversees the field construction activities with cooperating partners, contractors and subcontractors involved in infrastructure project implementation. This includes coordinating work schedules, reviewing project plans and specifications, and ensuring compliance with contractual agreements and quality standards for projects under WFP portfolio including (agriculture infrastructure – waste management, irrigation systems, solarization, construction and rehabilitation, etc.
  • Coordinate, monitor and process administrative actions related to procurement, finance, human resources, etc., including contracts with external vendors, to ensure all data is accurately and timely recorded, processed in WFP corporate systems and any operational issues addressed; and provide technical guidance to support a successful construction procurement process.
  • Conduct regular meetings and site visits to monitor progress, resolve issues, and maintain a productive working relationship with contractors and cooperating partners.
  • Coordinate with regulatory agencies at field office and regional level to ensure that construction activities comply with relevant laws, regulations, and permitting requirements.
  • Provide technical advice and support to cooperating partners, contractors and sub-contracts teams.
  • Oversee the regular maintenance records of WFP facilities in the field office.
  • Support in the collation of data and contribute to preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to the stakeholders.
  • Other as required.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Completion of secondary school education. A post-secondary certificate or Bachelor in Engineer (or higher) is desirable. Being an active member of the Order of Engineers in Lebanon is required.

Experience: At least six (6) years’ experience in working with an engineering team especially in construction site supervision and contributing to the design and construction management of small and mid-size construction projects, such as buildings, road, irrigation, livelihood and community-based infrastructure projects   direct engagements is required.

Language: Fluency in both oral and written communication in English and Arabic. Knowledge of French language is desirable.

Required Skills and Knowledge for entry into the role:

  • Proven experience using AutoCAD 2D and other relevant engineering software
  • Knowledge of national and international construction standards
  • Experience in supervision of civil engineering construction activities.
  • Good knowledge of public procurement procedures.

Desirable skills and knowledge

  • Work experience in agriculture projects.
  • Experience of working within the Humanitarian Community and international organization.
