Our organisation
Joint Force Command Brunssum (JFCBS) provides a Joint headquarters to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by SACEUR.
The Plans Directorate is responsible for the development and production of all Concept of Operations (CONOPS) and Operations Plans (OPLANs) within its Area of Responsibility and providing the interface between NCS and NFS.
The J9 Division is responsible for Civil-Military and Military Partnership programmes.
The Civil-Military Cooperation (CIMIC) Branch contributes to the planning and execution of operations and exercises, including participation in HQ’s Deployable Elements, by providing assessment and advice on the civil environment during all phases of an operation and throughout the battle rhythm.
The Civil-Military Cooperation Liaison and Knowledge Development (L&KD) Section establishes and maintains liaison with relevant non-military actors to de-conflict and facilitate harmonisation of military and civil activities.
Within the Liaison and Knowledge Development section, the incumbent contributes to the development of CIMIC doctrine and policy, provides Resilience through Civil Preparedness (RtCP) expertise to the JFC planning, exercises and operations and by analysing Civil Factors of the operating Environment advises the CIMIC Planners on CIMIC inputs to the planning process.
The main duties of Staff Officer (Resil/Civ Prep Ln/Analysis/PoC) are:
· Support the assessment of the impact of national resilience on NATO operations.
· Support the development and monitoring of Resilience through Civil Preparedness (RtCP) as a staff analyst.
· Interface and maintain relationships with higher and subordinate entities in order to ensure the proper direction and guidance and support for on-going analysis.
· Ensure that Resilience through Civil Preparedness processes and information is included in the planning process, in the Battle Rhythm of exercises and in operations.
· Support the analysis in the development of the Comprehensive Preparation of the Environment, the CIMIC Estimate and other Knowledge Development products with input from non-military actors and NATO and national military units to develop and maintain civil environment situational awareness.
· Advise, coordinate and de-conflict on RtCP matters with all relevant HQ stakeholders.
· Support the development and maintenance of databases, spreadsheets and other data tools; consolidates operational information on a regular schedule to support analysis.
· Provide timely and relevant information products, such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline.
· Support and contribute to the planning, reporting, conduct and evaluation of operations processes and procedures with regard to Cross Cutting-Topics (CCTs) with direct responsibility for Protection of Civilians (PoC).
· Contribute to the management and maintenance of crisis specific information portals.
· Undertake work as part of a project team or working group as directed or assigned.
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
Required Qualifications are:
Ø English – good – NATO Standard Language Proficiency 3333
(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
Ø University Degree or equivalent in related field / subject such as international affairs, political or social sciences, Geopolitics.
Ø Minimum 3 years’ professional experience analyzing data and converting these data into conclusions and assessments.
Ø Experienced and skilled writer/editor of texts at senior management level.
Ø Proven experience advising senior management.
Ø Proven experience interacting with senior government officials.
Ø Professional experience using current office applications and web-based information systems.
Ø Experience working with or within international organizations in relevant field.
Ø Experience developing and executing plans and projects involving a large number of stakeholders (minimum 25).
Desirable Qualifications are:
Ø Broad knowledge and understanding of NATO’s contribution to the comprehensive approach to operations and of the working principles and agendas of key civil organizations.
Ø Experience working in NATO, preferably including NATO missions.
Ø Operational level Civil Military Interaction experience from the military or civilian perspective.
Ø Completion of relevant courses / trainings.

The successful selected candidate must be able to obtain and maintain a security clearance and is required to pass a medical examination before an employment contract offer will be released. The medical examination will take place with our medical consultant, is required to determine if the recommended candidate is fit to perform the duties and is deployable to NATO’s areas of operation.
