JOB DESCRIPTION

DURATION : 12 MONTHS

WORK CONTEXT

Action Against Hunger has been operating in Afghanistan since 1979. Its very first mission, has seen a strong focus on emergency responses, targeting primarily refugees, Internally Displaced Persons, and flood/drought affected populations. Integrated projects in nutrition and health, water, sanitation and hygiene, food security and livelihoods, and in mental health and care practices are implemented in 4 provinces. Our work with local partners is essential to gain access to more geographical areas.

In 2017, 1,973 displaced persons had their access to sanitation and hygiene improved through latrines and hygiene kits, and 21,724 displaced persons benefited from cash distributions to support their immediate needs such as food, a shelter etc.

In the coming years, ACF will focus on an integrated approach to respond to and prevent humanitarian crises, address vulnerability and reinforce longer-term resilience to food, water and nutritional crises and to improve the resilience of communities.

Kabul base hosts the coordination office in charge of implementing water, sanitation and hygiene and nutrition projects aiming to reduce acute malnutrition in the Kabul Informal Settlements and in 26 health facilities. There are 103 National employees in Kabul with majority of expats located in the capital. There is a well-equipped guesthouse for expats, a coordination office and warehouse located separately. A variety of restaurants and supermarkets are accessible depending on security rules and context. Movements may be restricted and a curfew strictly imposed.

The security context is overall volatile. Movements and social opportunities are limited for Action Against Hunger expatriates depending on the situation and security rules set by the organisation.

RESPONSIBILITIES

Under the supervision of the Deputy Country Director Programs, you will be in charge of the overall management of all internal and external reporting and grants management processes, as well as optimization of grant and management processes.

More precisely, you will :

  • Lead on optimization of grants management processes
  • Ensure compliance with donor guidelines and regulations
  • Lead all internal and external reporting processes
  • Ensure effective coordination of program development processes
  • Ensure effective coordination of partnership management
  • Demonstrate personal commitment in promoting Gender Equality and ACF Gender Minimum Standards

REQUESTED PROFILE

  • University degree in related topic (i.e. fundraising, public relations, communications, development, humanitarian aid, international relations).
  • Minimum 5 years of experience in humanitarian and/or development fundraising from institutional donors (in a fundraising or related NGO role).
  • Former experience with ACF a big plus due to the capacity building component needed for the position.
  • Proven ability to work independently under pressure with tight deadlines.
  • Proven proposal writing and report writing skills for a variety of donors.
  • Good knowledge of donor guidelines and regulations (ECHO, EU, DFID,OCHA, UN, USAID/OFDA, SIDA,  pool funds and private foundations).
  • Flexible and able to adapt quickly to fast pace complex dynamics.
  • Excellent communicator with exceptional English writing skills, displaying a familiarity with sector-related terminology.
  • Good knowledge in at least 1 of the following cross cutting issue: Gender (Gender Analysis), Conflict sensitivity, partnership management.
  • Familiarity with key program areas desirable (nutrition, health, Mental Health-Care Practices- Gender-Protection, WASH, Food Security and Livelihoods, DRR).
