Project summary:

Shobai Miley Shikhi (Everyone Learns Together) Activity is a 5-year program funded by the United States Agency for International Development (USAID). Shobai Miley Shikhi (SMSA) focuses on supporting the Government of Bangladesh in achieving the goal of full enrollment and quality education for all its children, including those with disabilities. As this project works inclusively with person with disabilities, we highly encourage female of minority ethnic group or person with disabilities to apply.

 

Position Profile:

The Position holder directly report to Finance Manager and work closely with Senior Operation Manager. This position will be responsible for managing all field level financial transactions and financial reporting.  The position holder is responsible for financial audits, reconciling bank statements, and ensuring financial records are accurate throughout the period. This post holder will be based in Dhaka and will have frequent field visit to the targeted geographical areas in Bangladesh.

Responsibilities

Major responsibilities:

  • Supports the Finance Manager (FM) to ensure appropriate systems are in place for timely and cost-effective disbursement, accounting, budgeting, and software-based reporting of project funds in compliance with local and USAID regulations
  • Bookkeeping and keeping track of expenses and other financial transactions, mainly involving expense entry, tracking, and monthly journal posting in QuickBooks software
  • Assist FM to prepare SMSA fund request accordingly and intent to RTII, HQ to timely processing of fund transfer and keep track record on wire transfer
  • Prepare and submit monthly expense reports to the FM
  • Review expenses and financial transactions to ensure it is in compliance with RTI procedures and terms of the agreement
  • Maintain inventory tracking system and does periodic reviews to ensure compliance with USAID and RTI procedures and terms of the agreement
  • Reconcile cash accounts received from project sites
  • Perform the cash management functions required in maintaining RTI bank accounts
  • Follow up with field office program and operations team to make sure that bi-weekly expense reporting is within the deadline
  • Maintain necessary documentation and reporting, including VAT, AIT/GoB and others as necessary and prepare monthly VAT report to USAID and Commissionerate office, and staffs/vendor withholding TAX deposit to NBR as per schedule
  • Assist to finance manager to prepare Necessary report/documentation submitting to BIDA, Bangladesh Bank and Deputy Commissionerate of Taxes
  • Banking, review and submit monthly bank reconciliations
  • Double-check the accuracy of information to discover weaknesses or missing data and strive for strict compliance and high-quality performance
  • Submit report of the findings to regional controller
  • Recommend necessary ideas based on the review findings to improve quality of reporting
  • Perform any other tasks as assigned by his/her supervisors

Qualifications

Minimum Required; Education & Experience:

    • Master’s degree and 1 year of experience or bachelor’s degree and 3 years of experience in Commers background with minimum one (1) year of accounting, tracking and critical final decision, and correcting the finance.
    • Previous experience with USAID-funded programs, and fluency with USAID policies and procedures related to financial management, financial reporting, and grant making
    • Ability to understand and interpret policies and procedures as well as the ability to apply them with consistency in a variety of circumstances
    • Ability to function independently and carry out routine responsibilities with minimal supervision
    • Ability to follow guidelines and controls required of the position
    • Budgeting, financial analysis, and MS Excel skills required
    • Proficiency with accounting software (QuickBooks preferred), Word, excel, PowerPoint and Access

 

Skills:

    • Fluency in English & Bengali is essential (must be able to effectively communicate in both oral and written)
    • Ability to work independently and as part of a team
    • Proficiency with Microsoft Office programs (Outlook, Word & Excel)
    • Well-organized and able to perform effectively within tight deadlines
    • Knowledge of QuickBooks is desirable
    • Hard-working, self-motivated, and possessing a positive attitude
