Your team

Within the Network Management Directorate, the “Infrastructure” service manages the European infrastructure deployment projects and programmes and aims at making the SES digital sky a reality. It develops, organises and provides European common services including network support services, aeronautical information services and the radio frequency function.

NM’s Planning and Support team plays an important role in helping aviation stakeholders to plan, monitor and report on the implementation of the various Air Traffic Management (ATM) improvement plans, as part of the overall modernisation and transformation of European ATM, working with a wide range of key ATM stakeholders like the EC, EU/ECAC/ICAO/EUR States and national stakeholders, EASA, the SESAR Joint Undertaking (SJU), the SESAR Deployment Manager (SDM), etc. Please click here for more information on the work of the Planning & Support team.

Your role

Your role will be to:

  • As part of the team in charge of the production of the ATM Modernisation Plan (Master Plan Level 3 Implementation Plan):
    • Coordinate the proposals for new ATM modernisation implementation objectives and recommendations to modify existing ones.
    • Share the proposals for updates to implementation objectives with the appropriate (internal/external) domain expert(s) and related (internal/external) working groups and consolidate their views.
  • As part of the team in charge of the production of the ATM Modernisation Progress Report (Master Plan Level 3 Progress Report):
    • Track and monitor performance metrics and display progress of specific ATM modernisation implementation objectives in dashboards.
    • Report on the progress of individual modernisation objectives via different means (text, graphs, charts, etc.).
    • Coordinate and assess with the appropriate technical/operational experts within EUROCONTROL the implementation progress, ensure consistency with agreed objectives and planning, and consolidate progress.
  • As part of the team in charge of the production of the ICAO Global Air Navigation Plan (GANP) Monitoring Report:
    • Coordinate the mapping of the ATM Modernisation Plan with the ICAO GANP (under the aegis of ICAO).
    • Coordinate the production of the ICAO GANP Monitoring Report for the entire ICAO European Region and a number of States beyond Europe (under the aegis of ICAO).
  • As part of the team in charge of the LSSIP implementation monitoring database and the collaboration platform:
    • Assist in all evolution, maintenance and improvement aspects, such as defining user requirements, providing the interface with IT development teams, performing testing, writing user manuals, etc.
  • Act as a Local Single Sky ImPlementation (LSSIP) Contact Person for a number of States; monitor and report progress of the ATM modernisation (objectives), and offer support as required by the States.
  • Operate and participate to the administration of one or more of the tools used for Planning, Monitoring and Reporting (ESSIP, LSSIP+, OLDI, NETSYS, U-Space, LSSIP MapTool) that support the data collection, analysis and reporting.

Required qualifications, experience & competencies

  • Completed university studies of 4 years, ideally in an ATM related domain, or 3 years plus 1 year relevant experience.
  • Internal candidates should check on the intranetto see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • A minimum of 3 years’ relevant professional experience.
  • Understanding of the SESAR ATM MP and ATM Modernisation Plan & Report (Master Plan Level 3 Implementation Plan & Report).
  • Knowledge of the CP1 (European Commission Implementing Regulation).
  • Knowledge or understandingof the EUROCONTROL LSSIP process and related tools (e.g. ESSIP, LSSIP+, NETSYS, OLDI, U-Space and LSSIP MapTool).
  • Stakeholder management skills.
  • Project management skills.
  • Presentation skills.
  • Technical writing skills in English.
  • Experience in the use of advanced functions in Excel.
  • Motivation and commitment to keep updated on developments in ATM.
  • The following would be an asset:
    • Experience in SESAR Deployment Manager (SDM) reporting activities.
    • Understanding of ICAO GANP.
    • Ability to use PowerBI or related IT tools.
    • Ability to use / code in Python or similar tools.
    • Understanding of methods to develop IT improvement projects.

    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
