JOB DESCRIPTION

Civilian Human Resources Manager  – TSC MHXX 0310

Are you an experienced Human Resources Manager with experience across the full spectrum of the HR Lifecycle?  If so, this position offers you a unique opportunity to support the NATO Alliance at its HQ SACT Civilian Human Resources Team.

Post Context

ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.

The Resources and Management (RM) Directorate acts on behalf of SACT on all internal management and resource-related issues. It monitors the coherency of ACT plans to ensure that ACT remains an effective and efficient organization and improves continuously.

The Human Resources Management Branch is responsible for maintaining ACT’s Peacetime Establishments (PE) on behalf of SACT as PE Authority; providing administrative and personnel customer service to all NATO and Partner Nations; and performing human resource management and recruitment functions with respect to HQ SACT and JALLC civilian staff. The Branch is comprised of three sections: Workforce, Military Personnel and Civilian Personnel.

The Civilian Human Resources Manager works in the Civilian Human Resources Section of the HRM Branch. This section is responsible for Civilian Human Resources Management including civilian personnel administration, recruitment, fund management and policy.

Reports to: – Section Head (Civilian Human Resources Policy)      

Principal Duties: His/her duties are:

a.       Supervise and manage the implementation of NATO civilian personnel policy, procedures and rules in HQ SACT, SACT SEE, STRE, JALLC, NCIA CSU Norfolk and JFC-Norfolk in accordance with ACT, SHAPE and NCIA policies and directives, ensuring compliance of personnel actions with internal guidelines and regulations pertaining to NATO personnel practices.

b.       Initiate and monitor the civilian staff selection and recruitment process using the NATO Talent Acquisition Platform and Hirevue. As required, serve as a voting member on civilian recruitment boards.

c.        Manage and implement the HQ SACT and JALLC Internship programme.  Act as mentor for interns.  Oversee and administer US based participants in the NATO Young Professional Programme.

d.       Authorize pay and allowances for HQ SACT, SACT SEE, STRE, JALLC, JFC-Norfolk, STRIKEFORNATO customer funded posts and NCIA CSU Norfolk. Authorize initial entitlements and subsequent payroll changes. Verify monthly civilian personnel payroll and calculation of other payments.

e.       Make routine HR decisions on eligibility for allowances and prepares recommendations on novel/exceptional requests requiring policy assessment.

f.        Oversee the administration of Temporary Staff personnel.

g.        Manage internal communications to staff on Civilian HR issues.

h.        Maintain day to day consultation with Civilian Staff Association on personnel issues.

i.         Provide advice and support to staff and supervisors regarding conditions of employment and interact up to Branch Head level on topics related to the management of civilian personnel.

j.         Oversee the development of briefing and training programmes for managers on civilian personnel policies and administration including performance management, training and development and leave and contractual obligations.

k.        Co-Chair Person of the HQ SACT Diversity and Inclusion Working Group and responsible for implementing the NATO wide Diversity and Inclusion policy within HQ SACT.

l.         Responsible for the HQ SACT implementation of the NATO-wide policy on the prevention, management and combating of harassment, bullying and discrimination in the workplace.

m.       Responsible for counselling, coaching and mediation in staff conflicts, providing guidance and support to all parties involved, planning and executing communication strategies.   Ensure the HQ has a trained “Person of Confidence” to assist as and when required.

n.       Research and develop informative material for civilian staff on new, revised or pending policy, and oversee the Civilian Human Resources Sharepoint portal.

o.       Prepare and co-ordinate the budgetary inputs relating to HQ SACT and JALLC civilian workforce resources and other personnel requirements, including the budget planning figures. Proactively perform monthly review and assessment of Chapter I related expenditure and liaise with Budget and Finance regarding the routine profiling of expenditure.  Serve as Fund Manager for preparation and execution of civilian personnel budget, including training and development initiatives.

p.        Provide the Section Head with planning assumptions of salary and allowance budgets for the medium Term Resource Plans.

q.       Implement the HQ SACT civilian training and development program to include the NATO Executive Development Programme (NEDP)  and the performance management system.

r.        Coordinate with the Workforce Section on issues relating to civilian posts, e.g. job descriptions and classification proposals.

s.        Manage the Allianz insurance programme and serve as primary point of contact for Aetna in North America.  Liaise with insurers in North America and Europe on a monthly or ad-hoc basis regarding unique policy matters related to medical coverage, disability, and invalidity benefits. Engage directly with insurers to resolve disputes.

t.        Represent ACT as member of the JCB Working Group on Medical Insurance Matters.

u.       Correspond at managerial level with National Security Authorities on civilian security clearances as required.

v.        Correspond at managerial level with U.S. Immigration Authorities on the visa programme for HQ SACT, NCIA, NSPA civilian staff and HQ SACT interns.

w.       Assist in policy analysis and formulation, both internal to HQ SACT and NATO-wide through membership of the Advisory Panel of Administration.  Propose changes to Civilian Personnel Policies and Directives; interpret Civilian Policies and Directives.

x.        Fund Manager for Chapter I budget for HQ SACT and JALLC and subfunds related to employment of civilian staff both at HQ SACT and JALLC (approximately $30M).

y.        Perform periodic HR audits at subordinate commands.

z.        Serve as main POC for all HQ administrative work assigned to the Branch.

aa.      Understudy the work of the Section Head (Civilian Human Resources Policy) to act in his/her absence.

Essential Qualifications

a.       University Degree in human resources management, business administration, law, social sciences or related field, public administration or related discipline and 4 years post related experience.

b.       A minimum of 6 years’ experience in recruitment and human resource management (benefits administration, performance systems, training & development) in progressively responsible professional positions, preferably including experience in administration of expatriate personnel.

c.        Practical experience with at managerial level of human resource management information systems.

d.       A minimum of 4 years managerial and supervisory experience.

e.       High level of written and oral communication skills demonstrated in previous positions. He/she will be expected to write proposals, reports, point papers for issues being submitted to DCOS/COS level, to edit drafts and to produce finished written products.

f.        Experience in budgeting and accounting.

Desirable Qualifications

a.       Professional Experience

1. Experience in an international organization or prior NATO experience and knowledge of NATO organization and civilian personnel policies.

c.       Language

French – SLP 2222 – (Listening, Speaking, Reading and Writing).

•         Managerial Responsibilities: He/she is responsible for the day-to-day management of 4 x B Grade staff (2 x B-5 and 2 x B-4).  In addition, he/she is responsible for the professional oversight of 1 x B-4 at JALLC and for providing peer group advice and mentoring to the Staff Officer (Civilian HR) at JFTC.

Work Environment

He/she will be required to work in a normal office environment.

Contract

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three-year definite duration contract.
