IFPRI is seeking a consultant for the review of Literature on Gendered Cimate Metrics.
Most countries have developed ambitious nationally determined contributions to meet climate change adaptation and mitigation challenges. But countries have yet to develop a monitoring framework that would allow them to track the extent to which they achieve gender equity in adaptation and mitigation policy processes, implementation, and outcomes, in line with national adaptation and mitigation targets and goals. IFPRI’s Gender Climate Change and Nutrition Integration Initiative (GCAN) will develop a pilot monitoring framework (e.g., a national scorecard) for one Feed the Future country (likely Kenya) in consultation with USAID and partners working in this space. Following piloting, this framework could be extended to other countries.
IFPRI seeks a consultant to review the literature (including grey literature) on existing monitoring frameworks and indicators to evaluate the extent to which these are gendered. The review should explore gendered indicators of adaptation and mitigation action and outcomes (e.g., adoption of climate smart technologies by men and women farmers) as well as process-based indicators (e.g. the extent to which women’s organizations are consulted as stakeholders and involved in the design of adaptation and mitigation policies and the extent to which gender-related objectives are adequately funded and monitored during project implementation).
The consultant would review monitoring frameworks and guidance on gender-responsive monitoring at the global level (e.g. UNFCC guidance documents) and review the level of gender integration in specific climate policies, policy processes, and program implementation in the selected country.
The consultant would also identify an initial set of stakeholders to engage at the national and global level and develop a database of contacts. (Potential stakeholders to include African Union Commission, CARE, Mercy Corps, IFAD, Women’s World Banking, Data2x, Green Climate Fund, UN Women, World Bank, Climate Atlas, AGNES, AICCRA, GENDER Platform, HER+….)
The consultant will also develop an interview protocol for semi-structured interviews with representatives of key stakeholders at the national and global levels. The stakeholder should be willing to also participate in stakeholder consultation workshops in the pilot country and help draft a report on engagement with stakeholders and provide input on draft scorecard.
