Position: Short-term Consultant, Evidence Review, Agricultural Advisory Services in Support of Climate Change Adaptation and Mitigation Location: Remote Project: Enabling Farmers for Agricultural Transformation (EFAT) Reports to: Project Director, Enabling Farmers for Agricultural Transformation (EFAT) Duration: April to December 2023 Level of Effort: Up to 36 working days Application Deadline: March 24, 2023 Winrock International (Winrock) is a non-profit organization that works around the world to increase economic opportunity, sustain natural resources, and protect the environment. Background Winrock International is implementing the USAID-supported Enabling Farmers for Agricultural Transformation (EFAT) which strengthens agricultural extension and advisory services with a focus on climate change. EFAT is carrying out pilot activities in Senegal to test different advisory delivery models with public and private sector actors, supports USAID missions globally to strengthen agricultural advisory programming and leads a global community of practices on agricultural extension and advisory services. To inform and guide its activities in relation to climate change, EFAT is seeking a consultant to carry out an evidence review on the role of extension and advisory services (EAS) in low-income countries in supporting climate change adaptation and mitigation, issues and opportunities for improvement. Scope of work Objective: Identify through a review of existing literature the current role of extension and advisory services in helping smallholder farmers in low-income countries adapt to and manage climate change and gaps and challenges they face; document the preparedness of EAS organizations and staff to address climate change challenges; identify policy issues, opportunities for public- and private-sector EAS to support climate change adaptation and mitigation efforts and promising approaches being used in the field. The evidence review is targeted at a broad audience of people working on agriculture and climate change in low-income countries, including practitioners and managers, project designers, agricultural extension education experts, private sector actors, international organizations and donors. The policy brief provides guidance to public sector agencies in agriculture, environment and related sectors, national and regional policy makers, agricultural training institutions and international organizations and donors. Tasks and deliverables The consultant will: Develop an outline of the report and a listing of possible documents to be consulted. Meet with EFAT’s Project Director to finalize the report outline. Search and review existing published and unpublished literature on support by agricultural extension and advisory services in low-income countries for climate change adaptation and mitigation. Prepare a report on existing evidence on the role of EAS in supporting climate change adaptation and mitigation, with recommendations for interventions to address gaps and weaknesses. Develop a policy brief on interventions needed to strengthen EAS support for climate change adaptation and mitigation. Develop a slide deck summarizing findings from the evidence review. Present findings from the evidence review and policy recommendations at two on-line events. Deliverables: A first and final version of a 30-45 page evidence review report (excluding references and annexes). A first and final version of a 4-5 page policy brief. Slide deck. Presentations made at two on-line events. Qualifications and experience At least a master’s degree in agricultural extension, agricultural economics, agroecology, general agriculture, community and rural development or a related discipline. At least 10 years’ experience working in low-income countries for an international research or development organization, international NGO, or donor funded projects on agricultural extension AND climate change, conservation agriculture or agroecology, preferably designing, implementing and managing field activities in these two areas. Proven experience carrying out evidence or literature reviews on agricultural topics. Experience with addressing gender and social inclusion issues in agricultural programs. Strong publication record, preferably on agricultural extension and advisory service and climate change. Excellent writing and oral skills in English.
