Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 20280 (JOD) yearly.

Introduction

Estidama++ Fund – Extension of Coverage and Formalization was designed as a new mechanism to foster inclusive social security, address structural imbalances in coverage, and strengthen resilience of female and male vulnerable workers, including refugees and migrants. The project supports Social Security Corporation’s previous initiatives to extend coverage to all workers in Jordan, in line with International Social Security and Labour Standards. It addresses structural gaps in social security coverage with a focus on informal vulnerable workers that were left out of the COVID-19 crisis national social protection response, while building on SSC’s inclusive regulatory framework, based on fundamental principles such as the equality of treatment regardless of nationality or legal status.

Main objective

Provide senior level M&E support to the implementation of Estidama++ Fund – Extension of Coverage and Formalization.

Reporting Lines & Organizational Context

Under the guidance and supervision of the Social Protection Officer at the ILO Amman office, the M&E assistant will provide senior level support in all matters related to reporting, data base management, and logistic preparation for fieldwork inherent to the implementation of the Estidama ++ Fund – Extension of Coverage and Formalization.

Description of Duties

1. Data Management:

  • Assist in the collection, organization, and management of project-related data for the project.
  • Maintain accurate and up-to-date databases to track project progress, indicators, and outcomes.
  • Collaborate with relevant stakeholders to ensure data consistency and accuracy.
  • Assist in ensuring the accuracy and quality of project data by conducting regular data verification exercises.
  • Assist in identification of issues affecting data quality and propose solutions.

2. Reporting Support:

  • Assist the Estidama ++ team in preparing regular progress reports and updates on project activities and outcomes.
  • Compile relevant data and information to support the creation of comprehensive reports for internal and external stakeholders.
  • Assist the Estidama ++ team in the organisation of social dialogue sessions with constituents.

3. Monitoring and Evaluation:

  • Contribute to the maintenance of the monitoring and evaluation frameworks, tools, and methodologies for the project.
  • Participate in the monitoring of project activities and outcomes, ensuring alignment with established indicators and targets.
  • Assist the project team in preparing for independent evaluations and provide essential administrative and technical support throughout the evaluation processes.
  • Support in the analysis of monitoring data to identify trends, challenges, and areas for improvement.
  • Conduct quarterly review of publications in Jordan relating to labour market dynamics and social protection.

4. Logistical Preparation:

  • Coordinate logistical arrangements for fieldwork activities related to the project, including workshops, training sessions, and data collection missions.
  • Ensure timely and efficient preparation of materials, equipment, and resources required for field activities.

5. Documentation and Records:

  • Maintain organized documentation of project activities, reports, and correspondence.
  • Ensure that all project-related documents are properly archived and easily accessible for future reference

Required qualifications

Education

Completion of secondary school education.

A bachelor’s degree in a relevant field such as Social Sciences, Economics, Statistics, Development Studies, or a related discipline is an advantage.

Experience

  • At least 6 years of progressively responsible experience in monitoring and evaluation, data management, and project support roles.
  • Experience working in the field of social protection, labour, or development projects is desirable.
  • Previous work experience within the United Nations system, international organizations, or non-governmental organizations would be an asset.

Languages

Excellent command of English and Arabic.
